Prosecutor General Cho Nam-gwan announced that he would strictly limit the’separate investigation’, which has been pointed out as a false investigation by the prosecution, and change the practice of unreasonable arrest investigations.

Although it appears to have responded to the order of Justice Minister Park Beom-gye to improve the prosecution’s investigation practices, a subtle nerve war continues over the joint inspection of the Justice Department and the Supreme Swordsman, triggered by the suspicion of perjury in Han Myung-sook trial.

In December of last year, the closest staff of the then-Democratic Party’s representative Lee Nak-yeon was found dead due to extreme choices while undergoing an investigation by the prosecution over a suspicion about the Optimus Fund.

Controversy over the’separate case investigation’ arose around the political circles, and the prosecution decided to make guidelines internally while drawing a line on the suspicion, and collected the opinions of the front offices.

After three months of discussion, the Supreme Prosecutors’ Office decided to create the first rule of thumb to restrict separate investigations and to implement it from today (25th).

The separate investigation is a method of investigating irrelevant matters revealed in the process of uncovering specific crime charges and pressing the suspects, and has been pointed out as a representative problem of direct prosecution investigations.

The guidelines prepared this time require that the prosecutor general as well as the prosecutor general approval is obtained after first checking whether the procedure for discovering the investigation leads is legal before the start of the separate case investigation, and the separate case and the separate crime investigation department have to be separated.

At a meeting of the extended chief prosecutor’s office, Cho Nam-gwan said he was stingy with self-reflection even though the prosecutors were reprimanded by the public for’covering my family’.

In particular, he emphasized that the wrong practice of forcefully arresting investigations in order to receive confession in the process of direct investigation should now be stopped.

This move by Acting Cho and the Great Swordsman has the nature of responding to the order of the Justice Minister Park Beom-gye to inspect the investigation practices to some extent.

However, when looking at the timing of the announcement, it can be interpreted that, apart from the joint prosecution, the prosecution itself also has the ability to improve the system.

However, as previously announced, Minister Park Bum-gye has repeatedly expressed his will to conduct joint inspections with high intensity.

He also reaffirmed his intention to involve the controversial prosecution policy researcher Im Eun-jeong, who is controversial over his participation in the prosecution.

On the other hand, Acting Nam-gwan Cho emphasized that the prosecution should not “separate the side” in front of the chief prosecutors, saying that the prosecution will someday be divided into lines and close associates.

It is interpreted as criticizing the current situation in which prosecutors who are classified as pro-passport propensity have been assigned to the main prosecutors’ office and the Seoul Central District Prosecutor’s Office, creating internal conflicts.

The aftermath of the alleged disposition of the alleged perjury of former Prime Minister Han Myung-sook has calmed down to some extent, but the nerve war between the Ministry of Justice and the Supreme Swordsman is on the rise again ahead of the joint inspection, which will soon become full-fledged.
