The police are on the front of the investigation on allegations of speculation by LH employees, but there are constant claims that the investigation should be entrusted to the prosecutors who have extensive experience in the investigation.

In particular, since this year’s adjustment of the prosecutor’s and police’s authority was implemented, the police’s investigation capabilities and cooperation between the prosecutors and the spans were put to the test as it was the first corruption investigation dedicated to the police.

When President Moon Jae-in repeatedly ordered organic cooperation between the prosecutors and the police, he immediately took the relevant steps.

Currently, a total investigation of the LH speculation suspicion is under way by a government joint investigation group, with the participation of the Ministry of Land, Infrastructure and Transport and the Ministry of Public Administration and Security, centered on the Prime Minister’s Office.

A joint special investigation headquarters, including the Financial Services Commission and the National Tax Service, was also launched, led by the National Police Headquarters, and controversy continued over the absence of prosecutors with extensive experience in investigating related matters.

The government implied that this was a result of adjusting the power of prosecutors and police.

From this year, the prosecution’s direct investigation is limited to the so-called ‘6 major crimes’, but it does not apply to allegations of real estate speculation.

In this regard, Prime Minister Jeong Sye-gyun also mentioned that public economic cases, such as real estate speculation, are a core investigation area of ​​the police, and that it will be a measure of the police investigation capability.

However, some point out that it is not reasonable to narrow the scope of the investigation, although there is a high possibility that serious crimes such as bribery, abuse of authority, and leakage of public service secrets have been committed within the prosecution.

Minister Park Beom-gye also suggested that corruption or bribery crimes occurred during the real estate speculation of the first and second new cities in the past, suggesting that depending on the circumstances, they may be subject to direct investigation by the prosecution.

However, in addition to the cluttered internal situation where the President is vacant, the prosecution is expected to focus on support tasks such as reinforcement investigations and court response for the time being, as the police have already initiated forced investigations in earnest.

This suspicion of speculation by LH employees is the first large-scale incident that occurred after the adjustment of the prosecutor’s and police officers’ right to investigate.

Both the police who led the investigation and the prosecution who supported the investigation were put to the test to see if the investigation results could be achieved through organic cooperation.
