[사회]Court allows small gatherings in Section 3·1…police strict response policy

Tomorrow, in celebration of the March 1st, conservative groups announced simultaneous gatherings in downtown Seoul, and the court banned all large gatherings and allowed only small gatherings by 20-30 people.

The police plan to respond strictly to illegal assembly so that it does not spread to a large-scale infection like last year’s liberation day rally.

First, let’s summarize what the court has decided on the meeting scheduled for tomorrow.

Yes, there have been 10 applications for suspension of the assembly that were filed by conservative groups earlier.

The court dismissed or dismissed all seven of these.

These are large-scale gatherings of more than 100 people, including those that the Christian Freedom and Unification Party plans to hold a thousand people near Sarangchae in the Blue House.

However, it is not that they did not allow all of the 3/1 assembly.

For three cases, including the Free Korea National Team, we allowed small-scale assemblies of 20 to 30 people.

In addition, some of the petitions for suspension of enforcement of the ban on vehicle demonstrations issued by the conservative patriot patrol team against the head of the Seoul Police Agency were also cited.

However, it was ordered to limit 9 vehicles per vehicle, one person per vehicle, and to comply with 11 quarantine and traffic safety rules.

It should be seen as a decision to prevent the spread of infection that the police announced their policy to respond strictly to the illegal assembly in Section 3.1, and the court banned all large-scale assembly, right?

Yes, as the risk of spreading Corona 19 increases when a large number of people gather, the court also judged that the public benefit from the ban on the assembly is greater.

In fact, on Liberation Day last year, the court allowed two gatherings in Gwanghwamun with a scale of over 1,000 people, and the number of participants increased to 10,000, leading to a second pandemic in which hundreds of people infected with Corona 19 appeared.

Since then, the court has made a rigorous judgment on the assembly, and it seems that the decision was made with the same effect as not allowing this large-scale assembly.

However, the total ban on assembly was deemed to essentially infringe on the freedom of assembly under the constitution, so only small assembly was allowed by limiting the number of people.

The judiciary stressed that it is needless to say that thorough observance of the quarantine regulations is more urgently required than ever before, but it stressed that collective freedom of expression should not completely close breathing opportunities or spaces.

The quarantine authorities are also keen to meet tomorrow’s Section 3.1 assembly.

Earlier, Minister of Public Administration and Security Jeon Jeon-cheol requested that the rally should not be a spark for the spread of infection.

The police also repeatedly demanded that the participants of the assembly observe the quarantine rules, saying that they would respond strictly to any illegal assembly.

We plan to prepare for emergencies by concentrating manpower in the vicinity of the March 1 event hall and in Gwanghwamun Square where a large number of people are expected to gather.

In particular, it is a policy to manage the number of participants so that the number of participants does not increase, excluding the reported number of people or vehicles.
