The 370,000 people, including those aged 65 or older, who were not eligible for vaccination this time, are the group classified as the top priority vaccination target.
As vaccinations for these people are delayed after the second quarter, the government’s November collective immunity target is expected to be disrupted.

The number of residents and workers in nursing hospitals and facilities, which was the first priority target for vaccination, was 648,000.
Of these, 370,000 people over 65 years of age were excluded from the vaccination target.
Of these, 330,000 are residents.
There are 370,000 residents in all nursing hospitals and facilities, of which 89% were unable to receive vaccination, and only 11% under the age of 65 received the vaccine.
The government said the decision was made in light of the controversy about the efficacy of the AstraZeneca vaccine against the elderly and the consequent decline in acceptability.

The government plans to determine whether to vaccinate the elderly after obtaining the results of phase 3 clinical trials in the US and actual vaccination data in the UK for AstraZeneca vaccine after the end of March.

The bigger problem is that as of now, AstraZeneca is the only vaccine we have secured by the second quarter.
There is a Pfizer vaccine supplied by Kovacs, but it is only a small amount for 55,000 people, and the introduction of moder and 20 million people has been talked about after May, and the specific introduction plan has not been confirmed.
