Today, the Ministry of Education, together with the National Council of Provincial Superintendents of Education, intends to announce a plan to support academic and curriculum in 2021, which is necessary for all schools across the country to operate schools stably in 2021.
The Ministry of Education and the Council of Provincial Superintendents of Education are breaking away from the short-term response method that urgently adjusted the academic calendar to cope with the unpredictable corona situation last year, and in 2021, a predictable academic calendar, flexible curriculum operation, and a strong educational safety net will be established. To realize the three goals, we worked together and prepared measures.
Let me tell you the main contents of the support plan for the undergraduate and curriculum. First, in 2021, we will operate the school schedule to be sufficiently predictable.
First of all, the academic calendar for the 2021 school year will open normally from March 2nd without delay, and will be operated in compliance with the legal standard number of school days.
Unlike in March last year, distance classes are available at all schools across the country, so you can start the new school year in March as planned.
The SAT exam will also be conducted as scheduled on November 18, the third Thursday of November, without delay due to corona infection, taking advantage of last year’s experience in operating the SAT exam. School classes will be expanded step by step amid strict school protection.
As a result of close discussions between the Ministry of Education and the Korea Centers for Disease Control and Prevention, infants and 1st and 2nd graders of elementary school will be able to preferentially attend school until the second stage of social distancing by excluding the school density.
Small schools, special schools, and classes allow schools to decide whether or not to attend school until step 2.5 of social distancing.
In particular, from the new school year in March this year, the standard number of students who can attend small schools will be expanded from 300 students to 400 students or less.
It is recommended to the Office of Education that the 3rd grader of high school, which was the principle to attend school every day last year, is to maintain the previous year’s standard, but the Office of Education plans to finalize it according to the local and school conditions.
Like last year, this year, we will recognize’home learning’ to parents as a reason for experiential learning outside the school, and we will promote home learning to recognize attendance.
The expansion of classes at school must be premised on strict school quarantine, and the Ministry of Education will strengthen support for school quarantine together with the Office of Education.
School quarantine personnel to help with body temperature measurement, disinfection and life guidance in schools, etc., invested about 190 billion KRW to increase the number to a total of 50,000 people, and school quarantine supplies are provided with about 8 health masks and one per student. Together with the Office of Education, we will provide essential quarantine supplies such as 3 or more bottles of hand sanitizer per class.
In addition, we will operate a 24-hour situation room between the Ministry of Education and the Office of Education, provide more strengthened school quarantine guidelines in February, and promote the Corona 19 test for all students entering the dormitory.
In order to manage the nutrition of students, in addition to school students, if students who are taking remote classes at home wish to eat meals, we will provide meals at school according to local and school conditions.
Second, the Ministry of Education will operate a flexible curriculum that supports various teaching methods and various learning situations that schools create creatively in the situation of coronavirus risk in 2021.
In October, the Ministry of Education conducted a large-scale survey to 772,000 elementary, middle and high school students, parents, and teachers nationwide about remote classes for the second semester of 2020.
As a result of the survey, the ratio of real-time interactive classes in schools increased from 14.8% in the first semester to 55.7% in the second semester, and the satisfaction of remote classes was also relatively high at 81% for students and 57.7% for parents.
This is the result as of the end of October last year, when remote and school classes were held at the same time.
Accordingly, the Ministry of Education will provide guidelines for attendance, evaluation, and recording of distance classes and attendance classes in 2021, and support for more active school convergence classes.

In addition, we will support the flexible operation of the school curriculum in consideration of various learning situations.
By integrating and re-adjusting the achievement standards that must be learned for each subject, the teacher actively adjusts the class time and amount of learning, mixes the merits of distance classes and school classes, and reduces the burden of learning for students, and makes them flexible so that they can be linked to self-directed learning. We will run a training course.
We will do our best to build infrastructure for remote classes. March In line with the new school year, a service that enables real-time video lessons will be officially opened in e-learning centers and online classes, which are public learning management systems.
In the first half of this year, a giga-class wireless network will be installed in 250,000 general classrooms of elementary, middle and high schools, and we will promote the installation of the largest wireless network ever.
We will reinforce the training of teachers for remote classes and operate a content integration platform that allows them to use the contents of remote classes without the burden of copyright.
In addition, we will support teachers so that they can focus solely on school classes and student guidance by reducing various school-targeted projects such as various events and investigations promoted by the Ministry of Education and cross-curricular learning topics and adjusting the timing of implementation.
The Ministry of Education and 17 offices of education across the country are working hard to bridge the educational gap for children.
