My fellow citizens!

The re-election day for local government heads and local council members in 2021 is now approaching on the 13th.

This election is a large-scale re-and-by-election election in which about 12 million electoral voters are expected to participate, with 4 local government heads and 17 local council members, including 2 heads of regional governments in Seoul and Busan.

In addition, following the 21st National Assembly election, this is the second election held in a situation where the national crisis of Corona 19 continues, and it is believed that many people are concerned about safety.

Together with the Central Election Commission, the government will do its utmost to ensure that citizens can vote with confidence, with an extraordinary determination than ever before.

From today, a total of 71 candidates will start a heated election campaign in earnest.

The government will not tolerate any illegality that distorts the opinions of the people in this election, and will respond firmly in accordance with laws and principles.

In this regard, I would like to convey the government’s position for safe and fair elections, and ask for your cooperation.

This is the Minister of Public Administration and Security. Let me tell you about the government’s measures to create a safe voting environment and support fair elections.

First, we will actively support the whole-of-government level so that citizens can vote with confidence.

In close cooperation with the Central Election Commission and local governments, we will do our best to ensure that citizens can safely participate in voting, such as quarantining the entire polling and counting offices before and after the election.

Second, we will ensure that the voting rights of corona19 confirmed and self-quarantine are exercised as much as possible.

Confirmed persons can vote at the residence ballot and at the special pre-voting booth provided in the Life Therapy Center, and self-isolated persons can vote after the public vote deadline on the day of the election in the same way as the 21st general election.

Third, we will thoroughly crack down and punish various illegal and illegal election campaigns by mobilizing all the capabilities of the government, including the prosecution and police.

We will take strict measures against all illegal activities such as black propaganda, payment of money, fake news in cyberspace, and manipulation of public opinion on the principle of zero tolerance.

Fourth, we will make every effort to practice election neutrality by public officials and to establish public service discipline.

We will strengthen inspection activities so that public officials do not engage in elections or delay business processing due to the election atmosphere, and will strictly hold responsibility for illegal matters.

Fifth, we ask that public and private companies and employers cooperate to ensure the right to vote for workers specified in the law.

Voters who have difficulty voting on Election Day are encouraged to take full advantage of the pre-voting opportunity held on April 2nd and 3rd.

The Republic of Korea was able to safely hold a nationwide election for the first time in the world in the situation of the Corona 19 pandemic with the active cooperation of the people in the 21st National Assembly election.

In this election, I urge the citizens to exercise valuable voting rights based on mature citizenship.

To prevent the spread of Corona 19 and hold safe elections, we need active cooperation from all of the people above all else.

When participating in the voting, please follow the quarantine rules thoroughly.

When you come to the polling place, be sure to wear a mask and actively cooperate with the guidance of the voting clerk, such as checking for fever before entering the polling place, keeping distance from people in front of you, and thorough hand hygiene before and after voting.

Voters with abnormal symptoms such as fever on the day of voting are requested to vote at a separate temporary voting booth and immediately undergo an examination at the nearest public health screening clinic after voting.

Voters who are subject to self-isolation who wish to participate in voting on election day through temporary outings are requested to participate in the voting by following the guidelines of local government officials and voting clerks.

Even in the case of corona19 confirmed cases, please participate in the voting by following the guidelines of the voting clerk at the residence voting or at a special pre-voting booth installed in the Life Therapy Center, following the quarantine guidelines.

During the campaign period, candidates and election officials are also encouraged to actively participate in social distancing, such as minimizing direct face-to-face contact.
