An ID card and a disabled welfare card were stolen in a hospital room.

It turned out that it was a patient’s job in the same ward, who repeatedly hospitalized and discharged, but he collected 30 million won by taking a loan with the stolen ID card.

In September of last year, I became close to Shin Mo, 49, who was in the same room.

But after Shin was discharged, I found out that his ID card disappeared.

Shin, who was hospitalized again a month later, was discharged after four days, but this time the disability welfare card was gone.

[A 씨 / 피해자 : 주민등록증 분실 신고를 했으니까 그걸 못 써먹겠다 싶었는지 다시 입원했어요. 이 사이에 제 장애인복지카드를 훔쳐서 나간 거예요.]

Mr. A reported Shin to the police only after receiving a text message from the bank stating that his deposit of 2 million won had been withdrawn.

However, it was already after Shin made a cannon phone with Mr. A’s ID and received a loan of 15 million won from the card company.

As for the welfare card for the disabled, Mr. A’s bankbook was reissued and the account password was changed.

The police applied for a warrant for Shin’s arrest six days after receiving the report, but was dismissed by the court.

After that, Shin, who had been subjected to an uncontrolled investigation, received A’s resident registration card reissued, and again withdrew the 14 million won in his account.

On the 29th of last month, the police, receiving additional reports of damage, arrested Shin in the vicinity of Geumjeong Station and arrested him on the 1st.

Shin, who needed a certificate of disability to receive a replacement passbook in the name of Mr. A.

First, I went to a community center with the stolen disability welfare card.

As in the photo of Mr. A on the welfare card, after wearing glasses and decorating his hair, he received a certificate of disability without difficulty.

Even though I didn’t take off my mask, the identity verification process was over quickly.

A’s resident registration card was also reissued without any problems.

The fingerprint verification procedure was passed safely, but the Community Center explained that the fingerprint recognition device seemed to have an error.

[부곡동 주민센터 관계자 : 지문이 많이 닳아서 인식 안 된다고 민원, 항의가 엄청 많이 와요. 이런 기계를 가져다 놨느냐면서 최근에 특히 나이 드신 분들은 지문이 잘 안 나와요.]

The error occurred more than ten times, but no further verification was made by other means.

Using the resident registration card and disability certificate issued in this way, Shin received a reissue of a bankbook or retrieved a deposit in the name of Mr. A at three banks.
