Following Busan, the court judged that the cancellation of the designation of autonomous private high schools was unjust in Seoul.
We examine the reasons for judgment, controversies, and prospects.
The judge saw that’retroactive application’ was a problem.
In the process of re-designation of own high school, the acceptance cut line and the factor of deduction were changed after four months, and the last five years were retroactively applied based on the changed criteria.
Actually, the canceled Bae Inventory and Sehwa High scores were 65 and 67.5 points, respectively.
Autonomous private high schools were created in 2010, and there are 38 in the country.
It was intended to complement the uniformity of high school leveling and gave more discretion than that of general high schools, but criticism continued for failing to perform its function.
It was said that it was about encouraging the’slumization’ of general high schools, which turned into a’college school’ while sweeping students with good grades.
There has also been controversy that private education is essential for admission to a private high school, and money ultimately decides the entrance exam.
So, what was the public opinion about the transition from private high school to special purpose high school?
According to a poll in October 2019, 54% agree and 36% disagree.
More than 10% of the opinion polls in November of the same year also indicated that they should be converted to general high schools.
However, the controversy over’Narrow Nambul’ is a burden.
The core criticism is that the two children of Seoul’s superintendent Cho Hee-yeon, who are promoting the abolition, have graduated from foreign high school, and that they have passed, so that they are trying to clear the ladder of rising status.
Inquiries were also followed at a hearing on candidates for the minister.
Of course, the opposition party is not free from this problem either.
In 2019, a problem arose about universities that selected many graduates from special high schools and autonomous private high schools at the time of’Jungkook of the Fatherland’, and the Democratic Party proposed a full-scale examination for entrance examinations for children of lawmakers.
The Liberal Korean Party, the Barunmirae Party, and the Justice Party all responded quickly, such as enacting special laws, but after that, it has naturally been absent.
This is because the Liberal Korean Party refused to link it with the state affairs investigation or to include not only members of the National Assembly but also high-ranking officials.
Returning to this ruling, the court did not accept the claim that the law that regulated the abolition of private high schools until 2025]was’unconstitutional’.
As the Ministry of Education has announced its intention to pursue policies regardless of this ruling, it is predicted that the results of future elections will also be a significant variable as the judgment of the Constitutional Court and the grounds for abolition of private high schools are not in the form of a law but in the form of an’enforcement decree’.
