In an interview with E-Daily held at the National Civil Service Human Resources Development Institute in Jincheon, Chungbuk, Park Chun-ran, head of the National Civil Service Human Resources Development Institute, said, “Since Corona 19, real-time online education is expanding in many institutions including human resources.” Based on the experience and examples of online education operation, we have produced a “real-time online education operation manual” that can be easily and quickly applied by the person in charge of education operation and disseminated it to educational institutions at various levels.”
Director Park continued, “According to the experience of conducting real-time online education so far, it has been somewhat effective in lecture-type education, but it is true that there are some limitations in participatory education such as discussion and practice. He emphasized, “We plan to make efforts to enable highly immersive, participatory learning by actively utilizing online educational tools useful for the company.”
The National Talent Institute is also planning to significantly strengthen the function of the e-learning platform’Nara Learning Center’, which exploded in the number of educators last year. In particular, in response to the increasing demand for e-learning learning last year, new e-learning content such as micro-learning was expanded more than twice as compared to 2019.
Director Park explained, “The channels for securing contents have also diversified,” he said. “In the past, it was developed by human resources or leased from the private sector, but from last year, contents developed by public officials have been loaded onto the Nara Learning Center through competitions.” . He added, “The contents developed by other ministries and public institutions are also provided and serviced so that trainees can easily access excellent educational contents.”
It is also a task to improve the quality of contents and service convenience. Director Park said, “We will perform regular quality control every year and focus on redevelopment of content that has passed more than 3 years, and thus enhance the up-to-dateness and reliability of the content.” “We will provide customized training services for trainees through notification services and content recommendations for each position.”
Director Park said that it is not just responding to non-face-to-face education, but also preparing to strengthen digital capabilities in preparation for the Fourth Industrial Revolution and post-corona. He said, “Human Resources has been supporting public officials to increase their data utilization ability and to cultivate digital ethics. In the future, we will develop the digital literacy diagnostic index for public officials and advance the education system so that learning by position and level can be achieved.” .
Director Park continued, “We will continue to reinforce related education so that public officials can predict and respond to future social changes driven by the 4th Industrial Revolution.” And data-based problem-solving classes will be conducted in a robust manner, focusing on discussion and practice.” He added, “Through this, trainees will be able to use big data to predict the future and prepare policy alternatives,” he added.
In addition, Park said that communication and collaboration skills are becoming very important due to the emergence of millennials and diversification of values within the organization. Accordingly, the Human Resources Center plans to strengthen communication and collaboration competency education. He said, “We will reinforce various communication and empathy education to facilitate mutual understanding and communication between genders, generations, and positions in the main basic courses.” We will innovate education so that we can improve our capabilities.”
