[단독]The one who lowered the economic feasibility of Wolseong and the one who deleted data also applied for immunity.

Chae Hee-bong, former Blue House industrial policy secretary, and Jeon Young-taek, former vice president of planning for Korea Hydro & Nuclear Power (KHNP), also applied for an active administrative immunity during the audit process for the feasibility of early closure of Wolseong Unit 1, but it was confirmed on the 19th that the Board of Auditors refused. The active administrative immunity (hereinafter referred to as immunity) is a system that relieves responsibility for inevitable errors in the performance of public affairs. In some cases, President Moon Jae-in personally said, “I will seek cooperation from the Board of Audit and Inspection to ensure that the active administrative immunity system is well implemented” (January 2019).

According to the ‘2020 Active Administrative Exemption Application and Processing Status’ submitted by the Auditor by Chung Jin-seok, Rep. of the People’s Strength, a total of 6 waiver applications were filed last year in connection with the early closure of the Wolseong Unit 1, but the Board of Audit did not approve it.

By institution, there were 3 cases by the Ministry of Trade, Industry and Energy (applied on March 25, 2020), 2 cases by Korea Gas Corporation (July 31 and August 4), and one fuel cell in Incheon (July 6). Rep. Jung further inquired about the background of applying for immunity even though the fuel cell was not directly related to the audit of Wolsong Unit 1. Accordingly, the fuel cell side responded in writing as follows, saying, “The corporation (Incheon Fuel Cell) has not applied for active administrative immunity to the Board of Audit and Inspection,” through the majority shareholder, Suwon Han. “According to the confirmation, I know that CEO Jeon Young-taek applied for an active administrative indemnity to the Audit Office as an individual working in the previous company (Su-won Han, September 2012 to July 2018).”

After serving as Vice President of Planning and Head of Planning Division at KHNP, he was inaugurated as President of Incheon Fuel Cell in October 2018 and is currently serving.

In May 2018, when he was Vice President Han Soo-won, he was pointed out that he had made an opinion to lower the economic feasibility evaluation value of Wolseong Unit 1 than the draft of the accounting firm, and was audited when he applied for immunity (July 6, 2020). ) Is a time when audits for KHNP, the Ministry of Industry, and the Blue House, including themselves, were in full swing. Afterwards, the auditor announced the results of the audit on October 20 last year, saying, “The economic feasibility of nuclear power plants was unreasonably low.” At the same time, the former vice president and others were notified of disapproval.

Among the six applications for indemnification was Chae Hee-bong (former Blue House Industrial Policy Secretary), President of Korea Gas Corporation. She applied for immunity twice last year, but was denied. In addition, among the officials of the Ministry of Industry who applied for immunity, there was also an employee of the Ministry of Industry who deleted 530 data and ordered them during the audit process related to the early closure of Wolseong Unit 1.

The opposition party insisted that it “confess that it is illegal” to the request for immunity. Jong-ki Hong, deputy spokesman for the power of the people, said, “The application for immunity to the auditor is evidence that he was aware of the illegality of the unreasonable nuclear power plant shutdown.”In the end, they applied for immunity in advance for fear of punishment for them who had participated in the illegal act.”Commented.
