There were 17 transactions on land in Guarim-dong that met this criterion, of which 7 transactions involving 10 owners (names matching the list of LH employees) who were presumed to be LH employees (when the same person purchased 3 lots at the same time, 1 case). Classification). Among them, two employees are currently in charge of compensation at the LH metropolitan headquarters. They own 11 lands based on parcels, and about 17,500 square meters, and the purchase price is about 9.3 billion won. There were two transactions in 2018 and five transactions between May and July last year.

Although only some land transactions that met certain conditions were surveyed, nearly half (41%) of the transactions showed signs of involvement of LH employees. The Participation Solidarity and Minbyun raised suspicion on the 2nd and said, “If you investigate the whole, the number of cases of land purchases by LH employees is likely to increase.” When reading a copy of the register, the names of LH employees actually poured out. When asked to confirm the possibility of the same name, LH said, “We cannot confirm it because it is the employee’s personal information,” and “Please wait for the results of the government investigation.”

However, when looking at the additional circumstances, there are many similarities to the previously revealed cases. It is listed as a co-worker of several people, including acquaintances, family members, and co-workers, and more than half of the purchase price is covered by loans.

In the case of 2,285㎡ of rice paddy in Guarim-dong, which was traded in July of last year, 5 sharers shared the same share of 457㎡. Three of these names matched the LH staff list. By purchasing land for 1.22 billion won, it financed about 900 million won (the highest amount of bonds 1.08 billion won) with loans.

Some’blind papers’, which have less land use due to no access road, were included, and there were places where lot numbers were divided immediately after the transaction. The division of the lot number is in order for the share-shareholder to receive as much compensation as possible. In the case of 1583㎡ of rice field traded in June last year, it was divided into three lot numbers immediately after the transaction. It was found that two of the three parcels were each owned by two LH employees, including Mr. Kim. In February of last year, a case of 7 people including LH employee Jang Mo, purchased three parcels in Guarim-dong and divided them into four, was revealed to be true through a suspicion of participation in solidarity and private sector. However, in the previous suspicion, it was found that most executive-level employees born in the 60s were involved in the purchase of land, but the names of young employees in their 30s and 40s also appeared in this survey.

The government joint investigation team has been conducting field investigations on the LH headquarters from the 5th. The investigation team is planning to investigate not only the Ministry of Land, Infrastructure, Transport (4000 people) and LH staff (10,000 people), but also local governments in charge of the 3rd new town work, local housing and urban construction workers, spouses, and direct relatives. Accordingly, it is expected that only tens of thousands of people will be surveyed. The Ministry of Land, Infrastructure and Transport explained, “The status of land owners will be assessed within the housing district as a rule, but land transactions will be investigated to surrounding areas.” The joint investigation team plans to announce the results of the first investigation within this week.

The Participation Solidarity and Minbyun commented on the 7th that “in order to increase public confidence in the results of the government’s total investigation, compulsory investigations by investigative agencies or audits by the auditor should be conducted in parallel with the investigation of the government’s joint investigation group.
