Shin Hyun-soo, chief executive officer of the Blue House (63, 16th Judicial Research and Training Institute)’s speech last week was said to have felt insulted for being excluded from senior prosecutors’ personnel. When the core part of the passport, including Justice Minister Park Beom-gye (58, 23rd Institute of Training Institute), failed to prevent the request for an arrest warrant against former Minister of Trade, Industry and Energy, Baek Un-gyu, when the prosecutor’s personnel, the main role of the chief civil servant,’passed’. It was determined that it was impossible. Some people in the legal profession also interpreted that the conflict between the passport and the prosecution, which had subsided after former Justice Minister Chu Mi-ae, was reproduced in the form of a conflict between Minister Park and Chief Shin.
Mr. Wen’s first prosecutor, Min Jeong, resigned for 40 days.
According to the JoongAng Ilbo coverage on the 16th, Shin said that after a senior prosecutor’s official on the 7th, he expressed an uncomfortable feeling to the surrounding personnel with the intention that the Blue House directly linked the Wolseong nuclear power plant investigation and the prosecution personnel. In particular, he expressed displeasure at the one-sided decision and announcement of personnel affairs without any consultation with himself, who was coordinating with Prosecutor General Yoon Seok-yeol (61, the 23rd training institute) over the personnel plan. At the same time, the prosecution also analyzed whether the Blue House appointed Shin, a former prosecutor, to get the shape for normalization of the prosecution.
Shin said he was pursuing normalization of the prosecution, such as the replacement of the chief prosecutor’s office staff and the return of prosecutor Han Dong-hoon, ahead of a senior prosecutor’s official. It is known that he was also in the same direction with Prosecutor General Yoon Seok-yeol.
Then, on the 4th, when Daejeon District Prosecutors’ Office 5 (Director Sang-Hyeon Lee) requested an arrest warrant against the former Minister Baek for intervening in the’Wolseong Unit 1 economic evaluation manipulation’ (abuse of authority, business obstruction), the air flow changed rapidly. Three days later, Justice Minister Park Beom-gye made a surprise announcement of the prosecution’s personnel, passing Chief Shin and Chief Yoon Yoon.
The personnel details disclosed by Minister Park were also the opposite of the direction of normalization of the prosecution, which Chief Shin was pursuing. Seoul Central District Prosecutor’s Office Lee Seong-yoon was appointed, and Sim Jae-cheol, the Prosecutor General of the Ministry of Justice, moved to’Yeongjeonseong’ as Seoul Southern District Prosecutor’s Office. All the so-called’Chu Miae Line’ chief prosecutors, who took the lead in the prosecution’s disciplinary action, also remained. All the personnel of the Chief Sword Officer were seated in the seat of the Planning and Coordination Manager, which is a vacant seat, and Chuncheon District Prosecutors’ Office. Initially, the replacement of the chief prosecutor’s office promoted by Chief Shin and the return of one prosecutor to the front-line district prosecutor were not reflected at all.

The expectation inside and outside the legal profession that President Moon Jae-in will appoint the first chief civilian chief Shin, who was the first prosecutor, to settle the conflict between the prosecution and the Ministry of Justice has undoubtedly deviated.
At a New Year’s press conference on the 18th of last month, President Moon raised the headlines about Yoon as “the prosecutor general of the Moon Jae-in government.” Therefore, it was interpreted that the Blue House revised the strategy of ‘to embrace’ instead of ‘taking out’ for President Yoon. Inside and outside the Blue House, it was seen as a sign that the atmosphere of the Blue House has changed with the appointment of Chief Shin.
However, as prosecutors who passed the chief of public prosecutors at the same time were executed, some of the legal circles even analyzed that President Moon’s remarks were intended.
An official in the legal profession criticized that “a fraudulent person performed an unprecedented figure that excluded former Minister Paik Woon-gyu from the arrest warrant by raising the president and encouraging the prosecution with a greeting card.” Chief Shin did not respond to the JoongAng Ilbo’s inquiries about the company’s background, other than that, “I would like to check it through the National Communication Center.”
