Kim In-sik (65), a member of the Daejeon City Council and Democratic Party, said in a phone call with the JoongAng Ilbo on the 5th, “I recently enrolled in the Daejeon City Middle and High School night course,” and “I will go to school from March.” Daejeon Municipal Middle and High School is a two-year educational institution operated by Daejeon City, and upon graduation, high school education is recognized. Rep. Kim said, “After my high school education was suddenly canceled in 2019, I wandered for a while thinking of having to give up my life. But, I decided that I could not sit down like this, so I decided to start the high school course again.”

He added, “Daejeon municipal middle and high schools are mostly socially underprivileged places,” he added. “I will study with them to learn the grievances of the vulnerable and find work to do as a politician.” Rep. Kim plans to go to college after finishing high school.

Rep. Kim was canceled from college admission and graduation (Juseong University) in July 2019. His final education was junior high. According to Congressman Kim and the Ministry of Education, Congressman Kim graduated from junior high school and attended Gwangmyeong Industrial Training School (closed in 1985) in Daejeon from 1974 to 1977. In 2005, he enrolled in Juseong University (currently Chungbuk Health Science University) Youth Cultural Welfare Department in Chungbuk, and graduated in 2007. In 2009, he entered Chungnam National University Graduate School of Public Administration and obtained a master’s degree.

Rep. Kim said, “At the time, my house was poor, so I entered Gwangmyeong Industrial Training School as a scholarship student for speech specialty,” he said. “I have believed that this school is a curriculum recognized for high school education for decades.” He said, “I received materials such as transcripts and graduation certificates, and entered Juseong University normally at the time.”

However, on October 19, 2018, the Democratic Party’s Rep. Kim Hae-young requested to the Juseongdae side to “submit the documents for passing Rep. Kim” through the Ministry of Education. In response, Jusung University replied, “There was no illegal in the admissions course.” On April 4 of the following year, Park Yong-jin’s office in the Democratic Party, along with 12 vocational schools nationwide, including Gwangmyeong Unemployment Training School, was recognized for high school education and started to identify the list of graduates who entered the university. The Ministry of Education also reviewed at the request of Parliamentary Park Yong-jin, etc., and gave a convincing interpretation that Gwangmyeong Unemployment Training School cannot be recognized as a regular high school course.
