[단독]2·4 public countermeasures?… 5 proposals including Gangnam-gu and Daechi-gu village

[이데일리 강신우·신수정 기자] It has been confirmed that Seoul Gangnam-gu Office proposed a total of five sites, including Daechi-dong Gu village, to the Ministry of Land, Infrastructure and Transport and the Korea Land and Housing Corporation (LH) as target sites for public-led development projects under the 2nd and 4th measures.

According to the Gangnam-gu Office and the maintenance industry on the 17th, Gangnam-gu proposed five locations for public development projects in Daechi-dong, △Daechi-dong Gu village △Yeoksam-dong Kukkiwon area △Samseong-dong Magpie Park area △Samsung-dong Bongeunsa area △Iwon-dong Daecheong Village. Except for Daecheong Village, all four are residential areas exclusively for Class 1, and are now full of detached houses. Gangnam-gu Office suggested that these areas are suitable as’small housing maintenance management areas’. This is one of the public-led development methods included in the 2nd and 4th measures and targets low-rise residential areas with many old houses.

The government announced a public-led housing development method called’Byeon Chang-Humpyo Supply Measures’ through the 2nd and 4th measures. Among them, the’city center public housing complex project’ is a project that develops station areas, semi-industrial areas, and low-rise residential areas under the leadership of the public, such as LH. Public direct implementation targets redevelopment and reconstruction project areas, and is a method implemented by the public, not the private sector. When local governments, land owners, private companies, etc. propose a project site, the public corporation reviews the appropriateness and requests the Ministry of Land, Infrastructure and Transport or the local government to designate the district. The’Small Scale Maintenance Project’ is a redevelopment aimed at a small location of less than 5000m2 among station area and completed construction areas, and is proposed by the public and implemented by the landlord.

Residents of Gangnam-gu suggested Gu village (Daechi-dong 979 area), Yeoksam-dong Kukkiwon area, and Samseong-dong Bongeunsa area, etc. Earlier in October last year, residents of the old town petitioned the city of Seoul to “allow the street housing maintenance project to be carried out by upgrading the area of ​​use, taking into account the fact that the preservation value as a dedicated residential area has already disappeared and the urban environment has changed.”

All of these areas are also called’Golden Salagi’ in Gangnam. Most of them consist of detached houses and apartments with two floors or less. This is a place that is not being developed due to the limited floor area ratio or building-to-land ratio due to its low business value. However, there is a possibility that some residents may face opposition in the future as the five proposed by Gangnam-gu Office were proposed by local governments because they felt the necessity of their own development projects without obtaining resident consent.

An official from Gangnam-gu Office said, “There are four residential areas in Gangnam including Ilwon-dong Daecheong Village, but it is a low-rise residential area and development is difficult. It is unclear whether the business will become a reality because the residents’ consent has not been obtained.”

Meanwhile, the Ministry of Land, Infrastructure and Transport will select some of the business sites proposed by 25 autonomous districts in Seoul, including Gangnam-gu, as pilot sites and announce them at the end of this month. The Ministry of Land, Infrastructure and Transport explained that there are currently 172 proposals received.
