When the government announced real estate measures next week, it decided to come up with additional measures for urban high-density development in addition to public reconstruction and high-density development in the station area. The lifting of the green belt in Seoul is not included in this measure.

―How do you view the Korean economy this year?

▷ Looking separately this year, it is true that our growth rate will lag behind other countries due to the base effect of other countries. This is because of the base effect it made last year. Other countries are expected to make a’V-shaped rebound’ this year because of the negative growth last year. But I’m not going to take this badly. Are we not a country where we live by export? We have a chance when we go well abroad.

―Recently, after the International Monetary Fund (IMF) resumed short selling, they expressed an opinion that it is possible to supplement the system.

▷ The short selling system is medicine if used well, and sick if used incorrectly. So, I wonder if it would be better to use this system after removing the elements that could cause illness. Of course, it is impractical to eliminate the institutions of the Organization for Economic Cooperation and Development (OECD) only in Korea. However, it is not wise to pretend that individual investors are not aware of the situation in which individual investors are feeling victimized amid the long-awaited expansion of the stock market. It is a position of `resuming execution after good improvement`.

―Do you have any specific complementary measures in mind?

▷ First of all, it is a matter of equity. Not only institutions (investors) can enjoy profits, but it can also open the way for individuals to enjoy. In addition, it is necessary to introduce certain restrictions on investors who use the system illegally and illegally. Until now, even the domain of lawless heaven and earth existed in the wake of the insignificant regulation. These points should be improved so that healthy investors are not conscious of harm.

▷Isn’t it that left it only for the private sector, which led to an increase in house prices? The government has no choice but to hesitate. In order to prevent such side effects, public reconstruction was introduced with the intention of the public and private to do reconstruction correctly together.

―Housing supply through the release of the green belt.

▷ It is difficult to lift the green belt in Seoul again this time. The moment the green belt is taken out, the real word is conveyed not by housing supply issues but by environmental issues. Not wise. In my view, once the green belt is damaged, it is difficult to recover. However, high-density development that increases the height of the house can be restored. 30-40 years later, if our descendants think that it is excessive when rebuilding, there is an opportunity to normalize the 50th floor down to the 30th floor. I think it is more appropriate to do urban high-density development rather than green belt development.

―Self-employed people get sick every day. When will the loss compensation be made?

▷The enforcement decree will contain detailed compensation methods and guidelines, but there are many procedures such as discussion, making laws, and deliberating them at the legal office. Enforcement decrees are not coming soon. If you make it sloppy, you have to revise it soon, and that’s a shame. It is much more important to make it precise and meticulous than speed.

-Did you open the 4th disaster support fund?

▷First, more discussion is needed within the government. Party-political discussions are held frequently, so discussions between party-political parties are also necessary. It should be discussed at the President’s weekly meeting, and it is not yet a step in which Katabuta can certainly make policy decisions.

―Wouldn’t the Ministry of Information be against it?

▷ Currently, the Ministry of Knowledge Economy is in a cautious position. I don’t object or do not. Since the party hasn’t made a plan yet, wouldn’t you be preparing yourself by watching various situations?

-There is a lot of controversy over the profit-sharing system.

▷ I think win-win is a good system. However, for the system to be successful, consensus and voluntary participation are important. We agree with the direction and purpose of the ruling party, but specific methods require voluntary consent and empathy from the participants. It would be nice if there was a plan to coexist without any inconvenience caused by this problem.

―Many point out that companies are twisting their arms.

▷ In fact, even if the profit-sharing system was used, it should have come first from economic organizations or business circles. In the current pandemic situation, a win-win plan, such as the Three Win-Win Growth Act, should have come from the economy, not the National Assembly. Bill Gates is supporting and working on vaccine development for the world, not for the United States. In Korea, if such an entrepreneur emerges, there is room for being loved by the people and anti-business sentiment.

―If business circles such as economic organizations come up with their own plans for win-win, will there be any room for review as the ruling party promotes?

▷ How would it be nice to do that? If such a proposal comes out, we will support it well and review it together. Unfortunately, such a story has not yet come out.

-When the government changes, policies are cut off. Don’t you need a constitutional amendment?

▷It may be criticized for why the Prime Minister talks about politics, but it is not an open secret that I am a constitutionalist. That position remains unchanged. Separation of powers and central and local decentralization must be achieved.

―What do you think about the concentration of the presidential authority?

▷ The presidential authority should also be distributed among the Cabinet, the National Assembly, and the provinces. For example, right now, isn’t the president appointing the heads of all agencies including the Supreme Court, the judiciary, and the executive? Even why do the president and the opposition parties decide the governance structure of public broadcasting? This is a matter for journalists and the public to decide.

-Voices of the introduction of the cabinet system also come out.

▷ The cabinet system is a good system, but it is difficult for the public to accept it.

It will be difficult to successfully amend the constitution even if it has actually been promoted. Although the cabinet system is an internationally dominant system, the Korean people do not prefer the cabinet system. Knowing it obviously shouldn’t be done, it only causes unnecessary conflicts.

Instead, some argue that Korea should introduce a decentralized presidential system. I think I can go through a decentralized presidential system in the process of going from a presidential system to a cabinet system.

―There is some point that the real estate and stock markets are too hot.

First of all, my view is that housing prices have risen excessively. Building vacancy rates are also increasing, but the current phenomenon of rising prices is considered abnormal. I’m worried about what to do if it collapses, but most people look at me innocently. Of course, professional evaluation and countermeasures are not my work, but the relevant ministries will take care of them.

-When the Severe Disaster Penalty Act comes into force next year, businessmen will become criminals with one management mistake.

▷ You must watch the message conveyed by the Severe Disaster Act. Form is punishment, but intention is not punishment purpose. Last year, the mortality rate of industrial accidents was still the first among the member countries of the Organization for Economic Cooperation and Development (OECD). Fundamentally, it is due to lack of corporate investment. Although punishment isn’t good, it means that managers take safety issues seriously and invest in infrastructure and education. It makes no sense if the National Assembly and the government tell us not to do anything.
