In the process, union members opposing the conversion of non-regular workers to full-time workers blocked former president Koo and held picket demonstrations, which led to conflict.

Former President Koo argued that the union “interrupted the press conference and airport operation business”. In the complaint, “the union interfered with the progress of the press conference by preventing the complainant from entering the press conference with a multitude of powers, shouting, threatening, and creating an atmosphere of fear at the entrance of the conference hall.” When they tried to return, they shouted and pushed them in a group, blocking their course and preventing them from moving,” he wrote. He added, “In this process, I suffered 3 weeks of injuries.”

In particular, the former president of Koo emphasized the importance of work, citing the fact that the conversion of non-regular workers to regular workers is “President Jae-in Moon’s No. 1 national task” in the complaint. Earlier, after taking office on May 12, 2017, President Moon visited Incheon International Airport Corporation as the first outside schedule and promised “conversion of non-regular workers in public institutions to regular workers”. In response to the union’s opposition to the conversion of non-regular workers to regular workers through media interviews or silent picket demonstrations, former CEO Koo said, “It is in the category of political party acts under the criminal law.” It can’t be.” Meanwhile, on the day of the incident, five CCTV footage were submitted as reference materials.

Some politicians pointed out that “CCTV video was illegally exported”. In the case of Incheon International Airport, it is a “A” level national security facility and has the same level of importance as the Blue House, the National Assembly, and the Supreme Court. For this reason, when exporting CCTV images, it is necessary to record whether or not they are exported in the management ledger. If there is no record, it violates the Enforcement Decree of the Personal Information Protection Act and the company regulations that required the creation of a management ledger when providing video to a third party.

However, it was confirmed that the former president of Koo did not write the export record in the process of submitting the CCTV video to the court. According to the Director of Export and Viewing of Personal Image Information of the Corporation from January to October 2020, confirmed by Congressman Park Seong-min, the Corporation did not record the fact that the video was submitted to the court.
