Lotte Group’s Sangam Digital Media City (DMC) complex shopping mall development, which has been drifting for eight years, has accelerated.

According to industry sources on the 27th, the Seoul Metropolitan Architecture and Urbanism Commission approved a review of Lotte Shopping’s Sangam Lotte Mall on that day. As the’Decision on the detailed development plan of the Sangam DMC Special Plan Zone’ is decided, the construction of the Sangam Complex Shopping Mall is expected to start as early as this year. It is expected that the Sangam Lotte Mall will be able to operate in 2025 if it goes through licensing according to the schedule. A Lotte Shopping official said, “After passing the Seoul Urban Architecture Joint Commission, we plan to prepare the DMC management advisory committee and transportation capability evaluation at the construction planning stage.” “We plan to obtain a building license by specifying the existing design.”

Earlier in 2013, Lotte Shopping purchased a 2,644m2 site in Sangam-dong, Seoul for 197.2 billion won to use it as a shopping mall, and in September of that year, it prepared a detailed development plan and requested approval from the Seoul Metropolitan Government. As a result, the city of Seoul asked for a win-win task force (TF) to be formed in July 2015 and promote win-win agreements with nearby traditional markets.

Accordingly, Lotte proposed a “win-win cooperation plan” that included only one of the three plans to be built as a non-sale facility, and remodeling the office of the merchant prosperity association in nearby markets and shopping malls, and preferentially hiring local residents. Although 16 out of 17 nearby traditional markets agreed to enter the complex shopping mall, the other market objected, and the development plan faced a challenge.

In the absence of progress, Lotte filed a “missing violation confirmation lawsuit” in 2017 stating that it was illegal for the Seoul City to decide on a detailed development plan for a long period of time, and the Seoul Metropolitan Government made detailed development in the first half of 2019 through ex officio adjustment regardless of the outcome of the win-win consultation. I promised to make a plan However, unlike the original promise, the Seoul Metropolitan Government again demanded a win-win agreement with the remaining market, and the detailed development plan was put on hold again.

At the end of 2019, the Board of Audit and Inspection said, “The city of Seoul unreasonably delayed the deliberation process” regarding the recent delay of the Seoul Metropolitan Government’s detailed development plan for Lotte Sangam Mall in accordance with the’special check on the progress of major local government policies, etc.’ Instructing the planning decision to be processed as soon as possible, and the Seoul Metropolitan Government accepted the opinion of the Board of Auditors and actively cooperated.

As part of that, the’DMC Management Advisory Committee’ was held in June last year, and at the meeting, Lotte decided to increase officetels instead of drastically reducing the ratio of sales facilities from 80% to 30%.

Meanwhile, Lotte Asset Development, which operates Lotte Mall at the end of last year, was integrated into Lotte Shopping. Currently, there are six locations including World Mall, Gimpo Airport, Suji, Suwon, Eunpyeong, and Sanbon, and Lotte Mall Songdo is scheduled to open in 2022.
