[단독] Park Bum-gye, who met Yoon Seok-yeol, nailed “Lee Seong-yoon unconditionally stays in office”

It was confirmed that the Minister of Justice Park Beom-gye met with Prosecutor General Yoon Seok-yeol on the 5th to convey the intention that “Seoul District Prosecutor Lee Seong-yoon will remain unconditionally.” Accordingly, there is a growing concern inside and outside the prosecution that “Minister Park has only the shape of a’consultation’, and is trying to reproduce the’president’s personnel passing’ like former Minister Chu Mi-ae.”

Summarizing the coverage of the JoongAng Ilbo on that day, Minister Park, who had a second personnel consultation with President Yoon on that day, made it clear that he would retain Chief Prosecutor Lee Seong-yoon. On this day, as Minister Park clearly conveyed his will to remain in the Blue House, it is evaluated that the room for compromise has virtually disappeared due to the promotion of District Prosecutors Office Lee Seong-yoon as the chief prosecutor.

There is a high criticism of prosecuting the prosecution by selecting only cases that suit the taste of the regime, and it is evaluated that he has lost leadership even within the central district prosecutor. In December of last year, high-ranking officials of the Seoul Central District Prosecutors’ Office suggested the resignation of the District Prosecutor’s Office.

In recent years, it has also been on board the prosecution investigation. At the time of his tenure as the anti-corruption and strong head of the Supreme Prosecutors’ Office, suspicions arose that he used external pressure to block the investigation of’Illegal Withdrawal of Kim Hak’ by Anyang Branch. It was conducted in a manner in which the general president gave an opinion over the specific personnel plan of the Minister of Trade, but the consultation did not even show the personnel plan. As a result, President Yoon did not even have an opportunity to express opinions on individual personnel.

Secretary Park’s attitude reflects the current passport trend. Democratic Party lawmaker Kim Jong-min, a member of the ruling party’s legal and judicial committee, said on the radio on the 4th, “If you drive out prosecutor Lee Seong-yoon (Seoul Central District Prosecutor’s Office), the prosecution reform can retreat.”

A chief prosecutor of the Financial District Prosecutor’s Office criticized that “this kind of personnel consultation is only a show-style’political performance’ of Minister Park and made the prosecutor general a hot pants.”

Minister Park also said that “Prosecutor Han Dong-hoon (Research Fellow of the Legal Affairs and Research Institute) should not return to the front-line district prosecutor from this personnel”. Minister Park also said in the National Assembly the day before, “There is a strong question about whether the actual truth is (what has been revealed) in the state that (prosecutor Han Dong-hoon’s) mobile phone forensics has not been performed.”

Prosecutor Han was relegated three times last year, starting from being appointed as deputy chief of the Busan High Prosecutors’ Office during the “prosecutor’s massacre greetings” by former Justice Minister Choo Mi-ae.

The Central District Prosecutors’ Office’s investigation team concluded that one prosecutor would be free of charges, but the approval was blocked at the District Prosecutor’s Office, Lee Seong-yoon. Accordingly, it was observed that the coming prosecution officers would return to the front-line district prosecutor’s office.

In the prosecution, who watched the two greetings between Minister Park and President Yoon, there are concerns that “the actual personnel information will be’Chumiae Season 2’”.

Minister Park said at the National Assembly the day before that “the ultimate (greeting) requester is the’Minister of Justice’,” and made it clear that the minister has the right to ask for personnel proposals. “Because the Prosecutors’ Office Act says’listen to opinions’, it is interpreted more narrowly than the concept of’consultation’.” This does not mean that the opinion of the prosecutor general should be reflected in personnel, but that it is not a problem to just listen to it in a formal manner.

An attorney from a former prosecutor said, “If you summarize Park’s remarks at the National Assembly, the actual personnel content is highly likely to proceed while ignoring the opinion of the president. If so, it is no different from former Minister Choo Mi-ae.” One prosecution officer pointed out that “the method of revealing photos of the seats of private meetings to the media is also a well-designed’political show”.
