It was confirmed that an apartment in Uiwang-si, Gyeonggi-do was finally sold by Hong Nam-ki, Deputy Prime Minister of Economy and Minister of Strategy and Finance, which became a controversy with the government’s real estate measures last year. The apartment is reported to have been reported as a representative side effect of the’Three Lease Act’, as the apartment was in danger of becoming ineligible due to the sudden exercise of the tenant’s right to apply for renewal of the contract. After many twists and turns, Deputy Prime Minister Hong became a one-house official. However, there are criticisms that the “young” will not stand as the head of the government’s economic policy by solving the crisis through “trick” without improving the practical blind spots of the law.

According to a certified copy of the registration book of a 130m2 (about 39 pyeong) apartment in Naeson-dong, Uiwang-si, obtained by Maeil Economic Daily on the 4th, it was confirmed that the transfer of ownership of the apartment was completed from Deputy Prime Minister Hong to the buyer last month. The trading price is 920 million won, the highest as of the time of the contract last August. As of this day, the highest actual transaction price of the same equilibrium is 928 million won, and as of the same period of the previous year, the price of an apartment transaction on a similar floor of the same equilibrium increased by 200 million won in one year.

The sale price per 3.3.㎡ is about 23.6 million won, and considering that the pre-sale price at the time was 13 million ~ 16 million won per 3.3㎡ in 2011, the market price margin is estimated to reach 300 million won. The person who bought Hong’s Uiwang apartment was a neighbor who lived in the same complex across the street, and bought a house for Hong under the joint name of the couple.

Deputy Prime Minister Hong, who acquired the Uiwang apartment in 2013, became a multi-homed apartment in 2017 by acquiring additional sales rights for apartments in Sejong City through a special supply of public officials. With this government, apartment prices in the metropolitan area continued to skyrocket, mainly in Seoul, and the government came up with intensive real estate measures for multi-homed people and strongly recommended that multi-homed officials dispose of the rest except for one house from the end of 2019. .

Deputy Prime Minister Hong, who is in charge of real estate policy, originally planned to continue to own the Uiwang apartment and terminate the apartment sale right contract in Sejong City to become the first house. However, Sejong City decided to dispose of the Uiwang apartment and signed a sale contract in August last year when it became impossible to resell the pre-sale rights due to the overheating of speculation.

However, it was faced with a’back head’ by the impact of the 3 Lease Act, which took effect in July of the same year. As the rent for rent soared to the sky, the tenant of the Uiwang apartment of Deputy Prime Minister Hong, who became difficult to obtain another rented house, suddenly declared that he would exercise the right to apply for contract renewal. There was even a joke that he said, “People’s fool,” because he was self-confident in the 3rd lease law he enforced.

Afterwards, after all-round persuasion between a broker and Deputy Prime Minister Hong, the tenants changed their minds, but in the process, Deputy Prime Minister Hong is known to have paid eviction subsidies to the tenants in the name of consolation. There are rumors about the amount of condolence money, ranging from millions of won to 20 million won, but the actual payment is not confirmed. One real estate market expert who asked for anonymity pointed out, “I have shown myself a blind spot in government policy and have systematically settled a negative transaction without a legal basis for eviction subsidies.”

Deputy Prime Minister Hong’s sale of an apartment while giving consolation money to tenants is also aimed at preventing the breach of the sale contract, but some interpretations say that it was in a hurry to deal with the payment of the balance of sales rights in Sejong City and the expiration of the contract for a private house in Mapo-gu, Seoul.

On this day, Deputy Prime Minister Hong expressed his willingness to stabilize the house price, saying, “From the beginning of the year, we must put all our policy capacities into the real estate market stabilization.” An employee of the Ministry of Science and Technology, who watched the opening ceremony, said, “I am worried that’young’ will not stand because of the Uiwang house, no matter what you say about real estate.”
