The Ministry of Land, Infrastructure and Transport reported to the National Assembly that relocation of Gimhae Airport, a military airport to Gadeok New Airport, would result in an investment of up to 28 trillion won in finance, but in reality, it was confirmed that even if the military airport was relocated, financial input was not necessary.

Even if the Ministry of Land, Infrastructure, and Land knows about this fact, it is expected that the wave will not be easy if it is confirmed that it has deliberately inflated the budget and made a report different from the facts to the National Assembly’s National Land, Infrastructure and Transport Committee, and persuaded it in all directions.

The Ministry of Land, Infrastructure and Transport argued that it would cost 28 trillion won to 1.28 trillion won, based on the results of recalculating the estimated budget for the relocation of Gaduk New Airport by the Airport Corporation and airport experts.

Boulkyung announced a plan to build an airport (worth KRW 740 trillion) to create one runway, and announced plans to use Gimhae Airport for domestic flights, but they are moving to both domestic and military airports at Gimhae Airport. It reported to the National Assembly that it would cost 100 million won.

However, according to Busan City and related experts, it is confirmed that the Gimhae Airport, a military airport, can be promoted without any financial input if the transfer is carried out in the’donation transfer’ method according to the Special Act on the Military Airport Relocation.

In the donation loan method, instead of donating facilities to substitute military airports, the Ministry of National Defense transfers abandoned assets. The Daegu-Gyeongbuk integrated new airport relocation project is also being pursued by applying this method.

In addition, the Gimhae-gun airport cannot be moved to an essential facility in the event of an emergency on the Korean Peninsula, such as strategically transporting US military supplies.

Busan City estimates that if the Gimhae Airport site of 6.69 million square meters is developed, the development profit will be about 10 trillion won to 15 trillion won compared to the case of nearby R&D special zones.

Some media, politics, and local governments have voiced concerns about the passage of the Gaduk New Airport Special Act plenary session based on the one-sided argument from the Ministry of Land, Infrastructure and Transport, but this was delivered without confirming the’fact’. It is also being pointed out that it does not properly convey Booulkyung’s position and objections to the public.

In particular, it has been confirmed that the Ministry of Land, Infrastructure and Transport in the past said that it would cost up to 10 trillion won to construct two runways at Gaduk New Airport.

In 2011, the Lee Myung-bak administration at the time of the Korea Institute of Land, Infrastructure, and Transport announced that it was expected to cost 7.8 trillion won for one runway and 9.8 trillion won for two, based on 100% sea reclamation to build an airport. In addition, in 2016 under the Park Geun-hye administration, the Paris Airport Authority Engineering (ADPi) calculated 7,500 trillion won for one runway and 9.8 trillion won for two, based on 75% offshore reclamation.

Gadeok New Airport’s location and take-off and landing angles were adjusted, reducing the rate of landfill by sea to 43%.

An official from Busan City said, “There are no missing costs because the budget for the construction of Gadeok New Airport, which is a 3.5 km long runway, is 740 billion won, as it follows the method of estimating the project cost of the Gimhae New Airport Basic Plan.”
