The area of ​​Huam 1 District, where redevelopment is being promoted this time, is expected to receive a floor area ratio of 700%, which is far higher than the existing 250% according to the high-density development plan in the station area. Huam District 1 has been able to construct only up to 18 stories and an average of 12 stories (90m) due to restrictions on securing the Namsan view area.

Heukseok District 2 in which the government and Seoul are promoting public redevelopment, Hannam 1 in Yongsan-gu, Jangwi 8 and 9 in Seongbuk-gu, and Seongbuk District 1, which are being considered as secondary candidates, are all candidates for new towns during the Lee Myung-bak administration, so it is actually interpreted as a new town restart.

The government’s strategy is to secure as many housing supply sites as possible in areas desired by consumers through high-density development of metropolitan station areas, semi-industrial areas, and low-rise residential areas such as Seoul, Busan, and Daegu. In addition, in the case of public redevelopment and reconstruction, incentives such as increasing the floor area ratio, shortening the project period, and increasing the type are expected to be given to areas where there is a redevelopment association or the maintenance zone has been lifted, but a plan to return part of the profits to public rental housing is expected. .

According to the National Assembly and government ministries on the 3rd, the government expanded the scope of the housing supply target area to not only the Seoul and metropolitan areas, which had been discussed so far, but also to major local cities such as Busan and Daegu. The Democratic Party predicts that if the supply of housing in Seoul includes 325,000 households and local governments in metropolitan areas, it will reach 850,000 households nationwide.

The supply of 850,000 units is the largest in the Moon Jae-in administration. As such government initiatives become reality, it is interpreted that the Moon Jae-in administration did not provide adequate supply measures until nearly four years ago. This is because the team of `Deputy Prime Minister Hong Nam-ki and Minister Byeon Chang-heum` turned away from the `speculator’s excuse` that the current government insisted on, and turned to the governmental law to supply the housing the market wants.

The government is considering improving the method of utilizing donations based on floor area ratios in order to increase the supply of apartments to urban centers in large cities. In order to increase the supply of apartments for sale in the city center, it is a plan to use houses that receive donations as floor area ratio incentives in various ways, such as public sale or public self-contained housing, rather than the existing public rental. Currently, about half of the floor area ratio received from donations is taken to public lease, and most of this is used to supply public lease apartments.

As the recent 2030 households’ panic buying and lottery subscriptions show, the public’s interest in housing was that instead of paying rent for rental housing, the problem was that they received my house in sale. As a countermeasure for real estate on August 4 last year, the government took out a public reconstruction card that gave a floor area ratio benefit instead of increasing the donations of public housing, but it was rebuilt in Gangnam, such as Eunma Apartment (4424 households) in Gangnam-gu, Seoul and Jamsil Jugong 5 (3930 households) in Songpa-gu As they revealed their position of’No participation’, the steam fell.

In order to increase the effect of housing supply, the government is planning to ease city regulations such as sunlight and parking lots, and to drastically increase the floor area ratio. In particular, it is unclear whether the reconstruction excess profit redemption system required by the reconstruction association will be eased. Some forecasted that the regulation could be released by lowering the rate of progressive application of the re-return rate (10-50%), but the government is known to be putting weight on the side that does not meet the trend of returning development profits.

Professor Kwon Dae-jung of the Department of Real Estate at Myongji University said, “This year, the number of occupants in Seoul is cut in half compared to last year, and next year there are about 17,000 households, and as time passes, supply decreases and demand is concentrated in the metropolitan area.” It is necessary to open the retreat of multi-homed people through easing, etc., and to relieve the breath of the private redevelopment and reconstruction area. It is difficult to see the effect of market stabilization only with mid- to long-term supply measures.”

However, it is also evaluated that it is fortunate that the government, which was passive in supplying housing, turned its position. Seung-bae Kim, CEO of Pides Development, said, “It’s too late, but I feel fortunate that the government is essentially taking the direction to increase the total amount that can be built in the future, such as station areas, semi-industrial areas, and old multi-family and multi-family houses.”
