[단독] “Can I get 3 million won?” 1 million won more disaster support for travel and wedding business

The party government is pushing ahead with a plan to pay 1 million won more than the original plan (2 million won) to travel and wedding businesses, where the management crisis from Corona 19 was severe. The measures to reduce electricity bills for small business owners will also be extended from the previous three months to a maximum of six months. The Democratic Party, together with the Democratic Party, is trying to somehow increase the size of the disaster subsidies in the process of examining the National Assembly as public sentiment intensified due to the’LH land speculation’ ahead of the 4·7 re-election.

The National Assembly’s Ministry of Trade, Industry and Energy Small and Medium Venture Business Committee held a meeting of the Budget and Settlement Subcommittee on the 15th and decided on an increase in the additional revised budget (approximately 4516 billion won). The government originally prepared a supplementary plan to pay 2 million won for disaster support for 10 business types (reduction of more than 20% in sales compared to 2019) among the’Small Businessmen’s Support Fund Plus’ business.

However, in the process of discussing the competent standing committee of the National Assembly, the government and the ruling party and the government agreed to pay 3 million won by additionally selecting a business with a decrease in sales of 50% or more out of the 10 business sectors in crisis. It is expected to include the travel industry and the wedding industry. The industry in question was not subject to a separate ban on group or business restrictions in the third pandemic phase of Corona 19, but it was judged that it had suffered a management difficulty of a death crisis, which is no different from the de facto’ban on group’.

In addition, the company decided to pay an additional 1 million won to companies that received business restrictions but did not decrease their sales. The existing government plan decided to pay 3 million won to companies with business restrictions as a prerequisite for reducing sales, and companies with small sales were unable to receive disaster support funds.

In addition, the reduction in electricity bills for small business owners is expected to be extended from the previous three months to a maximum of six months. The ruling and opposition parties decided on this day by increasing the budget for electricity bill support for small business owners to about 440 billion won, which doubled from 220.2 billion won in the so-called Ministry of Commerce, Industry and Energy budget. At the level of the standing committee of the competent National Assembly, the steps to increase the project budget of the government’s supplementary bills will continue, and the total amount of the supplementary bills raised by the government of 19.500 trillion won is expected to increase in the process of deliberation and resolution by the National Assembly. Earlier, the Vice Chairman of the Democratic Party’s Policy Committee, Dong-soo Lee, suggested the possibility of an increase in the National Assembly, saying “19 trillion won plus alpha (α)” for the 4th disaster subsidy. Moreover, the recent LH land speculation has hurt the passport approval rating, and the necessity of distributing disaster subsidies has grown even more ahead of the 4-7 re-election. The request for an increase at the level of the standing committee must undergo final deliberation and resolution by the National Assembly Special Committee on Budget and Settlement, but that is why it is considered to be highly likely to be accepted.

Meanwhile, due to the pressure of the ruling party, the government submitted a budget for additional corrections to the National Assembly without finalizing the business plan.

The National Assembly Special Committee on Budget and Settlement recently published the ‘1st Supplementary Review Report’ and criticized it as “It is difficult to see it as desirable to submit the supplementary bill and receive the National Assembly deliberation without confirming the details of the (additional project).” The project of’unconfirmed content’ mentioned here is the business of supporting small business owners, the most important part of this supplementary plan. The government has announced that it will provide an additional KRW 1 million for the 4th disaster support fund by selecting 10 industries with serious business crisis among the small business sectors, but 10 industries have not been selected yet.

This supplementary review report said, “The’Small Businessmen’s Support Fund Plus’ project plans to provide 1 million won more support than the’revenue reduction’ sector for 10’management crisis’ sectors where average sales declined by more than 20%, but the government is planning to support the’management crisis’. It seems that the supplementary draft was submitted without specifying the business type in detail and the business plan was incomplete. Accordingly, there is a concern that confusion may occur in the project execution process.”
