[국제]Biden’s’by American’ executive order… what’s different from Trump’s policy?

[앵커]

U.S. President Biden has signed a “by American” executive order that prioritizes the purchase of U.S. products for the recovery of the U.S. economy, especially in order to stimulate manufacturing.

There are a lot of concerns in that it is similar to the US-first policy implemented during the previous Trump administration, but we have looked at what makes it different.

President Biden’s plan is to implement a’by-American’, literally, priority purchasing policy for American products.

The main point is that all products and services procured for which the federal government budget is used are made in the United States, and exceptions are made only in unavoidable circumstances.

With the issuance of a new executive order, the standards that regulate US-made products will be strengthened within six months and will come out again.

The White House Budget Office has a new managerial position to overhaul the U.S. product and service procurement regulations and monitor enforcement, and when overseas purchases are inevitable, the agencies openly request exceptions on the relevant website.

Products and services procured annually by US federal agencies amount to $600 billion, or about 661 trillion won.

The share of foreign products is estimated to be less than 5%, which is actually larger, according to the US media.

There are observations that the move will remove foreign companies from the US federal procurement market and raise trade problems again.

Yes, in that it is similar to former President Trump’s policy of US priority.

In fact, former President Trump signed an executive order prioritizing US-made products and hiring Americans in 2017, imposing unilateral sanctions and high tariffs on countries.

However, while the policy at the time focused on raising tariffs to strengthen the U.S. manufacturing industry, this policy differs in that it supports U.S. businesses and workers through a federal agency’s Priority Purchase of U.S. products.

In addition, the analysis of the US media is that it is differentiated from the predecessors in that it is based on cooperation with alliances and that the relevant regulations themselves are rewritten.
