The Anti-Corruption and Economic Crime Investigation Units of the Gyeonggi Southern Police Agency, Gyeonggi Northern Police Agency, and Incheon Police Agency, together with the investigation department of the National Investigation Headquarters, initiated a special investigation team to investigate allegations of speculation in the planned area of the 3rd new city.
On September 6, 2018, the daughter of Siheung City Councilman Bok-hee Lee purchased 111㎡ of forest land in Guarim-dong, Siheung City, for 100 million won.
During the purchase process, Mr. A received a collateral loan of 96%, or 96 million won, from the Bucheon-Siheung Horticultural Agricultural Cooperatives, the second financial sector. The president of the Nonghyup is a former Siheung city councilor who served as the 3rd election. At the time, this area’s forestry mortgage loan did not exceed 70% of the assessed value.
Afterwards, Mr. A received a second mortgage loan from the Nonghyup using the building as collateral, and borrowed a total of 192 million won. Currently, the appraised value of buildings including land is 260 million won, but the current market price is known to exceed 300 million won.
The group of students preparing for the Judicial Examination (Sa Jun-mo) filed a complaint against City Councilman Bok-hee Lee and Mr. A to the National Police Agency’s National Investigation Headquarters on this day.
As the controversy erupted, the city councilman filed with the Democratic Party on the 4th, and the Democratic Party repaired it on the 5th.
According to the Attorneys’ Meeting for Democratic Society (Minbyun) and the Solidarity of Participation on the 7th, 10 LH employees received a loan of 5.8 billion won from one North Siheung Nonghyup in the process of purchasing 23,000 square meters of land in Guarim-dong, Siheung, for 10 billion won.
They received loans of up to 90% of the sale price of the land.
In this area, loans are usually given up to 70% of the appraised value of farmland.
Employee B and others received a loan of 2,041 million won, more than 90% of the sales price of 2.25 billion won. The land purchased by three people, including Mr. C, had a sale price of 1.51 billion won, and 76% of the land, or 1.14 billion won, was borrowed.
In addition, questions are raised about how LH employees lend. LH employees are known to have received loans secured by farmland for fields and paddy fields, which are required to submit agricultural management plans, etc. In other words, the Nonghyup side believed in the documents that several LH employees would do farming and gave them a loan.
On the 4th, the National Agricultural Cooperative Federation started an on-site inspection of the North Siheung Nonghyup and is planning to decide whether to initiate a formal investigation based on the results.
An official from the National Agricultural Cooperative Federation said, “We are grasping the overall status of loans to North Siheung Nonghyup.”
A police official said, “We have organized an investigation team to investigate various suspicions related to the creation of the Gwangmyeong Siheung New City in principle and fairness,” he said. “Details cannot be informed as the case under investigation.”
