LH employees’ suspicion of speculation on land has led to a decline in trust in public-led projects, and as the second and fourth measures were designed by Minister Byeon, the driving force for policy will inevitably weaken.

The 2·4 real estate countermeasure was a policy led by Minister Byeon to the extent that the qualifier was attached to the word’Byeon Chang-heum’.

High-density development and public-led maintenance projects in downtown Seoul are the core contents.

There was also an evaluation that it was a countermeasure that Minister Byeon had conceived based on the problem of the housing supply method he felt while serving as president of LH.

However, with the expression of Mr. Dean’s gratitude, the driving force for the policy was inevitably weakened.

In addition, the position of the president of LH, who will be responsible for conducting the practical work of the 2nd and 4th measures, has been vacant for the time being.

In fact, Seyong Kim, President of Seoul Housing and Urban Corporation, was appointed as the president of LH, which had been vacant for three months.

This is because the Ministry of Land, Infrastructure and Transport decided that no eligible candidates were re-recommended, and all recruitment procedures were returned to the original point.

As the heads of policy-making and execution are on the verge of becoming vacant at the same time, doubts of speculation by LH employees continue to spread, and public confidence in public works is gradually falling.

In addition to the suspicion of the Gwangmyeong and Siheung development plans, some demands that the 3rd new town itself be completely abolished.
