The joint investigation team visited the LH headquarters in Jinju, Gyeongnam, around 5 pm yesterday.

The investigation team secured internal data, such as employee personnel data and service regulations, necessary to investigate allegations of LH employees’ land dumping.

Once the basic data have been analyzed, a full-scale investigation will be initiated at the LH office.

The scope of the survey is 8 housing sites with a size of over 1 million square meters in the third new city, and the survey is expected to reach 20,000 people, including the Ministry of Land, Infrastructure, and LH employees, and immediate family members.

The investigation team plans to investigate all land transactions from 5 years ago to the present for all employees of the Ministry of Land, Infrastructure and Transport and LH, and publish the results of the first survey around the next week.

The government is holding a consent form for the provision of personal information to the Ministry of Land, Infrastructure and Transport and all LH employees.

Not only the employee himself, but also his/her family’s consent, such as those who are in direct line of existence, are received together.

Personal information is’real estate transaction details’ and the retention period of information is until the end of the thorough investigation.

As soon as the information is collected, the Ministry of Land, Infrastructure and Transport is planning to find out if there are any’insiders’ who have invested in the land of the third new city through the real estate transaction management system of the Korea Real Estate Agency.

However, it has been reported that some of the employees are protesting against it, saying that it is a coercive collection of personal information.

It has also been reported that they have complained about consents requesting family information.

Since there are so many scopes and targets, there are talks about whether an effective investigation will be conducted, and that punishment may not be easy?

Even if the investigation confirms the fact of the sale, it is currently not clear whether criminal penalties will be possible.

If LH employees use inside information to buy land, they can be punished by the Anti-Corruption Act or the Special Public Housing Act, as well as confiscation.

However, it is known that LH employees who are suspected of dumping land have no direct relationship with the new city designation task.

In fact, 11 of the 13 alleged employees are in their mid-to-late 50s before retirement, and not all of them are from new city-related departments.

Employees also insist that they have invested in preparation for their retirement, and that they did not speculate with unknown development information.

It is also observed that the Gwangmyeong and Siheung regions have long been regarded as planned development sites and that it is not easy to prove’unknown business secrets’.
