A joint government investigation team organized for LH employees’ suspicion of speculation on land is speeding up the investigation, including visiting the LH headquarters.

We are also collecting personal information agreements with the Ministry of Land, Infrastructure and Transport and all employees of LH to review real estate transactions.

The government joint investigation team under the Prime Minister’s Office started an on-site investigation one day after the investigation team was established?

The joint investigation team visited the LH headquarters in Jinju, Gyeongnam, around 5 pm yesterday.

The investigation team secured basic data to investigate allegations of land speculation, such as data on promotion of the 3rd new city project and personnel data for employees.

Face-to-face surveys of employees have not yet been scheduled, but it is expected to proceed separately if necessary in the future.

The scope of the survey is 8 housing sites with a size of over 1 million square meters in the third new city, and the survey is expected to reach 20,000 people, including the Ministry of Land, Infrastructure, and LH employees, and immediate family members.

The investigation team plans to secure all land transactions from 5 years ago to the present at the time of the announcement of the new city plan and release the results of the first investigation around the next week.

In the meantime, are you in the process of collecting consents to provide personal information of LH employees and government officials of the Ministry of Land, Infrastructure and Transport?

The government is entering into a personal information inquiry agreement with the Ministry of Land, Infrastructure and Transport and all LH employees to check the details of real estate transactions.

Not only the employee himself, but also his/her family’s consent, such as those who are in direct line of existence, are received together.

Excluding vacationers, 90% of current employees have submitted consent forms.

As soon as the information is collected, the Ministry of Land, Infrastructure and Transport is planning to find out if there are any’insiders’ who have invested in the land of the 3rd new city through the real estate transaction management system of the Korea Real Estate Agency.

However, it has been reported that some people are somewhat dissatisfied with the need to provide personal information even though they have never worked on new town development or housing.

Since there are so many scopes and targets, there are talks about whether an effective investigation will be conducted, and that even punishment may not be easy?

There are many questions about the effectiveness of the investigation.

Many respondents are uncertain about the fact that the joint investigation team will release the results in a week, and it is not clear whether the actual criminal punishment will be possible even if the investigation results confirm the fact of the sale.

If LH employees use inside information to buy land, they can be punished by the Anti-Corruption Act or the Special Public Housing Act, as well as confiscation.

However, it is known that LH employees who are suspected of dumping land have no direct relationship with the new city designation task.

In addition, there are observations that it is not easy to prove’unknown business secrets’ because the Gwangmyeong and Siheung areas have been selected as planned development sites for a long time.

This will inevitably cause some disruption to the entire schedule of the 3rd new city, right?

The Ministry of Land, Infrastructure and Transport has said that it will carry out real estate policies such as measures against the 2nd and 4th without any setbacks, but LH, the business entity, and local residents are having conflict in all areas of the planned 3rd new city.

In the Gwangmyeong and Siheung districts, the’Signing Campaign Against Forced Acceptance of New City Sites’ was initiated led by some residents and land owners, and the Hanam Gyosan New Town Residents’ Countermeasure Committee, where land compensation consultations are in progress, also said, “Compensation until the end of the 3rd new city speculation investigation. “Abandon the process altogether.”

Immediately next month, the second new city is scheduled to be announced, but it is unclear whether it will proceed as scheduled.

According to the results of the survey to be released later next week, the government’s goal to start moving into the third new town as early as 2025 is likely to be delayed.
