As the ruling party of the government decided to review the property registrations of all public officials to prevent public officials from speculating on real estate, an emergency took place for middle and low-ranking public officials.

In order to increase the effectiveness of property registration for all public officials, it is being pointed out that it is necessary to expand the disclosure of property and to prepare a supplementary measure for corruption in the name of the second name.

To eradicate real estate speculation triggered by the’LH crisis’, the government’s ruling party plans to first promote property registration for real estate-related officials, and expand property registration to all public officials as the next step.

The current Public Service Ethics Act requires public officials of level 4 or higher and executives and employees of public service-related organizations to register their property, and public officials of level 1 or higher to disclose their property.

If all public officials are newly registered for property, the number of eligible persons is 1.5 million, including the total of 111,800 public officials including the legislative, administrative and judiciary, plus 410,000 employees of public institutions including public enterprises and quasi-governmental organizations. There are more than one.

If the property registration system for public officials is fully expanded, changes should be reported annually after registration of the property, and it must be reviewed by the Public Officials Ethics Committee. Accordingly, it is expected that it will be effective in suppressing corruption such as speculation.

However, in order to further increase the effectiveness, experts are agreeing that the scope of disclosure limited to Level 1 or higher should be expanded and a firm punishment for false registrations should be made.

In addition, it is pointed out that as property registration is limited to the person, spouse, and direct relatives, countermeasures against corruption in the name of a sibling, spouse, or relative’s name should be supported.
