Fellow Koreans, I stand here today with a heart that is heavier than ever. Since a house is the basis of our lives, we are well aware of the people’s desire for the housing we want to live in.

Accordingly, the government has been striving to stabilize the real estate market by expanding housing supply, protecting end users, and blocking speculative demand. It has also responded decisively to acts of disruption in the real estate market that disrupt the order of strong communities.

However, it is a terrible feeling that an unpleasant thing has occurred in the public institution that is the most fair and strictest to itself that implements the latest real estate policy on the site.

As a minister in charge of taking charge of the economy and managing public institutions, I express my deepest prayer to the people. The government takes this situation very seriously.

If the public sector loses trust from behavioral deviations, policy trust can be shaken, so the responsibility for deviations is very heavy. Even if it is painful, I will boldly cut it out.

I think that is the minimum principle and duty to measure the hearts of the wounded people. The government promises three things: First, a joint government investigation is underway regarding this situation.

If real estate speculation is confirmed, it will be taken under zero tolerance, such as an investigation request or disciplinary action. The pursuit of private interest in any form of public office would never be tolerated.

Both the public officials community and the public officials should take this as an opportunity to accept the wounds of the people endlessly and heavily. Second, taking this incident as an opportunity, we will systematically devise measures to prevent deviations as well as fundamental recurrence prevention measures.

In principle, the relevant employees of the departments related to land development and housing work will restrict land transactions within certain categories and report unavoidable land transactions.

In addition, as a way to strengthen internal control, we will also consider introducing a system that can monitor at all times, such as the real estate registration system. Third, it will be reviewed to ensure that the motivation for individual deviation is fundamentally blocked, and to strengthen the management responsibility of the entire organization in the event of a significant deviation.

We will ensure that any gains gained unfairly are redeemed so that no such attempt will ever be made. In addition, we will operate a more rigorous management evaluation system for public institutions, such as strengthening the evaluation of ethical management and fair management, to ensure that all members are alert and committed to midnight.

Fellow Koreans, As I mentioned earlier, housing is the base of life and the hope for better housing is the hearts of all of the people. Therefore, the supply of good housing and the stability of the real estate market are the most important public welfare policies.

It is important to each and every one of us as a concern for all of us, but it is a really important task, especially for the young people who are starting employment, marriage and social life, and our children’s generation.

This is also the reason the government has prepared more countermeasures in relation to real estate policy than any other field, and has devoted all its policy capabilities to this. In the real estate market, after the announcement of the 3080 Plus housing supply measures on February 4th, the rise in sales and jeonse prices has declined.

Right now, we are at a critical crossroads as to whether the real estate market stabilizes or returns to an unstable situation. In any case, it is a pity and fear that this incident will undermine the government’s policy will and authenticity, which has been devoting all its policy capabilities to stabilize the real estate market. The real estate market shouldn’t be shaken again.

The government will continue to move forward without shaking the limit so that trust in real estate policy is not damaged. We have already done everything we can, but we will continue to carry on with the following three real estate policies with the spirit of taking one step further.

First, measures to supply housing including 2.4 measures to supply 830,000 units will be carried out on schedule. First, in March, we plan to disclose the candidate sites for the 2.4 supply measures selected in consultation with the private and local governments in the past and the second candidate sites for public redevelopment in accordance with the last 8.4 measures.

In April, we will announce the location of the second new public housing site, and we will make every effort to prepare in advance so that there is no fear of speculation. In June, we will start recruiting tenants for the public jeonse housing newly introduced in November last year.

In July, we will start pre-subscription for the 3rd new city, which the people have been waiting for with much anticipation. In addition, candidates for the urban public housing complex project to be promoted this year will be announced in accordance with the 2.4 measures.

We will thoroughly check and take care of all these processes until our belief in expanding the housing supply is firmly established. Second, we will take root in this opportunity for serious market disruption that is disrupting the real estate market.

I think the great disappointment of the people in this situation is that the feelings of illegality, expediency, and injustice in the real estate market were expressed together. Above all, the following four market disruptions based on illegal, expedient, and unfair will be addressed in the next step.

First, the illegal and unfair use of non-public and inside information to speculate. Second, market price manipulation such as collusion that threatens the real estate transaction order. Third, illegal brokerage and disturbances such as cancellation of contracts through false sales and reporting. Fourth, we will also seek aggravated punishment for four disturbing acts, such as illegal resale and unfair subscription, which rob us of the opportunity to set up a home.

To this end, first of all, we will consult not only to recover unfair gains, but also to recover more than the gains gained from criminal acts by referring to the punishment for unfair acts under the Capital Markets Act. Also, we will ensure that illegal actors are expelled from the market as much as possible.

In accordance with the Specific Economic Crime Act, we will restrict employment in commercial and related organizations to some extent, and also restrict the acquisition of licenses for real estate-related businesses to prevent them from entering the real estate market.

In addition, if speculativeness is confirmed in relation to the 3rd new town, we will investigate fund tracking, tax evasion, and compliance with loan regulations. Detailed measures related to the prevention of market disruption will be reviewed promptly at the meeting of related ministers of the real estate market inspection in the future, and will be discussed at the meeting of related ministers on Wednesday this week.

Third, trust in policy comes from practice. Accordingly, in the future, we will reinforce the execution power of real estate policies. First of all, we will regularly review the follow-up measures more closely until the ongoing supply measures are settled on track. And I will faithfully fulfill my duty of explanation.

On a bi-weekly basis, we will provide detailed explanations on the progress of follow-up measures to the public in various ways. In order to be evaluated as the performance experienced by the public, the National Assembly must also have early legislative support.

Laws for expanding housing supply, such as the Urban Improvement Act, the Special Public Housing Act, and the Land Compensation Act, and the Real Estate Transaction Act for establishing a transparent and fair transaction order, are issues that must be legislated as soon as possible for us and for our children, who are future generations. . We sincerely request that the provisional assembly in this March be handled without disruption.

To the people who have already been very tired from Corona 19, this position is very heavy and regretful, adding to the frustration of this LH employee crisis. However, I will deeply enliven today’s regret. There can be no repeating mistakes and mistakes.

I will be sure to clear up my mistakes and move on. This is because we can expect a better tomorrow than today. There is a saying in the old days that you should never be stingy in correcting your faults.

The government will never hesitate to fix the fault this time. If it is an individual deviation, we will do our best to establish a systematic preventive structure if it is confirmed as a structural problem.

This is because it is believed to be the way to count the broken hearts of the people and restore trust in the public sector. As mentioned earlier, the government will continue to heal wrong errors and wounds as they are, while consistently maintaining and implementing the basic principles, directions, and detailed measures of real estate policy without being shaken.

Through this, we will remove illegal, expedient, and unfair behaviors, and ensure that the real estate market operates normally according to the supply and demand of the market, and based on this, the real estate market stabilization trend is reliably maintained.

I sincerely request that the people believe in the government and real estate policy and join forces. The government will make every effort to stabilize the real estate market and people’s housing by mobilizing all policy capabilities. Thank you.
