[경제][단독] City Councilman’s Son Land, Lion Road, Doubles Land Price↑…”Controversy of Conflict of Interest”

Suspicion of a suspicious land transaction was raised in Sokcho, Gangwon-do.

After the Sokcho city councilor was elected in 2018, my son purchased farmland near Sokcho city, and suddenly a new road connected to the arterial road has doubled and the land price has doubled.

My son built and sold a luxury house there, and there is a conflict of interest controversy.

This is an exclusive report by reporter Kim Hyun-woo.

It is a luxury new housing complex located 5 minutes by car from the Bukyangyang IC of the Seoul Yangyang Expressway.

The sale price of 400 million to 600 million units is equivalent to that of high-end rural houses in the metropolitan area.

The owner of this land is Mr. A, the son of a Sokcho city council member belonging to the incumbent ruling party.

In 2018, Mr. A purchased 2,300 ㎡ of farmland for 322 million won, and four months later, divided into four lots and registered a new one.

However, after a while, a two-lane road was built right next to the farmland.

This road was completed in June of last year with 1.5 billion won.

I had to go around 1km from Sokcho city to the city councilor’s son’s land, but this road was reduced to about 100m.

Mr. A’s mother is a member of the lawmaker B, who knows the budget execution situation in Sokcho.

After B was elected as a member of the Sokcho city in 2018, he took over as vice-chairman.Unfortunately, since his inauguration, his son bought farmland, split land, new roads, and high-class housing construction.

Due to the improvement of the surrounding road conditions, the land price jumped 2 to 3 times compared to the time of purchase.

Assemblyman B had no prior knowledge of the construction of the road, and explained that one of his son’s houses was going to live in person, but there is a conflict of interest controversy.

[이필우 / 변호사 : 지방시 의회의 경우 시에서 행하는 대부분의 공사에 대해서 사전에 인지할 수밖에 없는 위치에 있기 때문에 토지를 산 이후에 도로가 개설됐다면 이 같은 경우도 이해충돌의 소지가 존재한다고 볼 수 있습니다.]

Officials from Sokcho City Hall point out that it is difficult to understand the explanation of Congressman B.

[속초시청 관계자 : 그 사업(도로 개설)을 하기 위해서 예산을 편성하고 그 예산을 승인받기 위해서는 또 예산 같은 경우는 의회 승인사항이기 때문에 보고를 안 하려야 안 할 수가 없는 사업입니다.]

It is pointed out that Mr. A should also look into the sources of land purchase funds and whether or not they violate the farmland law.
