The information he leaked was the contents of an investigation related to the former mayor of Kim, including the suspicion of “splitting the donations” of the then-Ulsan mayor’s aides, led by Hwang Unha, the head of the Ulsan Provincial Police Agency (currently, the Democratic Party). In December of last year, two months before his office, Chancellor A was handed over to trial on charges of leaking secrets for public affairs by the Ulsan District Prosecutors’ Office. According to the prosecution, General A is accused of reporting the investigation situation of former Mayor Kim’s case to his acquaintances twice in October 2017 and May 2018, including “split the donation money” of former Ulsan Mayor Kim. It is reported that he leaked this information to the representative of a chartered bus company, whom he usually knew.
Earlier, the prosecution said that while investigating the allegation of a charter bus collusion, the related charges were captured through messages exchanged with Chief A of the chief executive officer of a company on the mobile phone. In December of last year, the prosecution confiscated and searched the mobile phone and computer of Chancellor A.
What is the connection with the suspicion of investigating Ha Myung, the mayor of Kim Ki-hyun?
The reason this case is attracting attention is that the prosecution’s investigation into the allegations of election intervention, including the suspicion of the Blue House investigation into Ha Myung in the 2018 Ulsan mayoral election, is still underway. The prosecution is looking into the suspicion that the Blue House ordered a “disgraceful ceremony” to the Ulsan Mayor, who was the other candidate, Kim Ki-hyun, in order to win the Democratic Party’s Ulsan Mayor candidate (current mayor) with Song Chul-ho in 2018.
The Seoul Central District Prosecutor’s Office, the second part of the public investigation, investigating the case (director Kwon Sang-dae) summoned and investigated the people involved in the case until the beginning of this month. Previously, the Seoul Central District Prosecutors’ Office received requests from Ulsan Mayor Song Chul-ho and former vice mayor Song Byeong-ki to report crimes against the mayor of Ulsan Kim Ki-hyun in January of last year for former Ulsan Provincial Police Commissioner Hwang Un-ha, former Blue House Civil Service Secretary Baek Won-woo, former Blue House anti-corruption secretary Park Hyung-cheol, and former Blue House Civil Affairs Office administrator Moon Mo. Former Commissioner Hwang was also charged with degrading personnel (abuse of authority) to the police, including the head of the Intelligent Crime Investigation Unit, for not properly investigating the case of Mayor Kim at the time.
The complaint at the time also included the circumstances in which other officials of the public information line at the time participated in the investigation of Ha Myung Ha Myung at the Blue House. According to the complaint, former Commissioner Hwang ordered this executive in September 2017 to “collect information on indigenous corruption crimes from Ulsan Mayor Kim Ki-hyun.”
The executive then met a person who actively interacts with the Democratic Party members, and received a petition containing allegations of misconduct by Mayor Kim, such as’splitting political funds’, and handed it to the Information Department, entitled’Kim Ki-hyun Violation of Ulsan Mayor’s Political Funds Act and the tyranny of parent construction.’ To produce a criminal information book.
The contents of the petition at the time were already submitted to the Blue House National Newspaper in 2014, but were the same as the Ulsan Provincial Police Agency did not conduct a special investigation at the time, and it is said that the petition was canceled after being submitted to the National Newspaper again in August 2017.
Regarding this, an official of the Ulsan District Prosecutors’ Office said, “I know that the title system of A-General is related to the former mayor’s case of Kim Ki-hyun.”
