Initially, Boulkyung decided to promote administrative integration, but as a bill to amend the entire Local Autonomy Act was passed on December 9, last year, it is concentrating its efforts toward forming a special local government (wide-regional association), which is a transitional stage.
According to Busan City and Gyeongnam Province on the 5th, Gyeongnam Province has established a dedicated manpower by establishing a megacity team (4 members) within the Southeastern Strategic Planning Division on the 4th. The Mega City team is planning to cooperate with the administrative team (three members) in charge of administrative integration while acting as a control tower for promoting the regional alliance. Prior to this, Busan City organized the self-government decentralization department and my Mega City Promotion TF team (three members) in November last year to take on the task. Ulsan has not yet established a dedicated organization.
During this month, Booulkyung will attend a discussion meeting on the establishment of a regional alliance held in Sejong City under the supervision of the Ministry of Public Administration and Security to discuss future schedules and roles of local governments. It was scheduled to be held last month, but it was postponed due to the aftermath of Corona 19. The purpose is to solidify the cooperation system between the central and local governments by discussing the scale and method of financial support from the central government.
The three local governments are also planning to form a joint promotion headquarters in April to discuss cooperation plans when the results of the’Southeastern Development Plan Establishment Joint Research’ conducted by the Busan, Gyeongnam and Ulsan Institutes are released at the end of March. These research institutes have been carrying out the selection of priority tasks to be promoted together by three local governments out of 30 projects in the four major fields (life, economy, culture, and administrative community) discovered in advance.
An official from Busan city said, “Busan city is interested in the metropolitan water supply system at the new airport of the metropolitan transportation network, Ulsan is interested in hydrogen economy, and Gyeongnam is interested in research and development (R&D projects) related to shipbuilding.” It is being reviewed.” The location is being discussed by the Busan Jinhae Free Economic Zone Authority, and a method of dispatching two people from local governments for each project is being reviewed.
Busan City and Gyeongnam Province expect that a new mayor of Busan will be elected after the by-election in April, and three mayors and provincial governors will be able to conclude an agreement on the formation of a regional alliance when the trial of the’Drooking Case’ of Gyeongnam Governor Kim Kyung-soo is concluded. .
