No matter how dissatisfied with the United States, China, which has to set an example for the common interests of the global community, has become an embarrassing situation that cannot be shaken or caught. The biden administration’s’two-pronged’ strategy, which has a different policy stance for each case, has worked.

According to the Washington Post (WP) on the 10th (local time), climate envoy John Kerry will visit China soon. Envoy Kerry is scheduled to meet with China’s special representative for climate change in Shanghai after the 12th. This is the first time as a high-level official of the Biden administration. It is also a meeting where the US-China face-to-face, less than a month after the high-level talks in Alaska, which ended in a slander on the 18th of last month. The US State Department said, “Currently, we cannot disclose the schedule of our visit to China.” The WP analyzed that “the two countries are in sharp opposition over human rights, trade, and security issues, but the biden administration’s public stance to cooperate on common agendas such as climate change is reflected.”

The State Department said that Kerry’s visit to China was part of a trip to Asia such as India and Bangladesh, but it is a political interpretation as it is ahead of the’climate change summit’ held on the 22nd and 23rd under President Biden. President Biden has also invited Chinese President Xi Jinping. If President Xi accepts, the two leaders will face each other for the first time, even if it is an image. China has yet to come up with a definite answer. During his visit to India, special envoy Kerry emphasized cooperation, saying in an interview with local media, “The US and China should not be entangled in differences.” Therefore, the Shanghai talks between climate leaders are highly likely to be a place to check whether President Xi will attend the summit.

At the time of the signing of the Paris Climate Change Agreement in 2015, Mr. Shee served as the head of China’s National Environmental Protection Agency and led negotiations with Kerry, the US Secretary of State. He returned as Special Representative for Climate Change in February, in line with the appointment of Special Envoy Kerry. The two first reunited on the 23rd of last month at the annual’Ministerial-level Climate Action’ conference held by video hosted by China. The newspaper predicted that “climate is one of the few areas where the interests of the two countries overlap,” and that “the halted US-China dialogue may resume when former President Donald Trump unilaterally withdrew from the Paris Agreement.”

However, it is still unclear whether China will be willing to enter the public sphere. On the 9th, the U.S. State Department issued new guidelines stating that it does not restrict meetings with Taiwanese officials. This is another measure against’one China’, which the Chinese government is extremely wary of. State Department spokesman Ned Price added meaning as “showing how important Taiwan is a security and economic alliance to the United States.” This suggests that there is no intention of easing public pressure other than the climate issue.
