On the 25th, a meeting of the Economic and Humanities and Social Research Society was held to recommend a new president of the Korea Development Institute (KDI). The presidential candidate compressed by three times included Hong Jang-pyo, former head of the Blue House economy. Former Hong is a person who advocated the’income-led growth’ policy, the representative economic policy of the Moon Jae-in administration. He also served as the chairman of the special committee for income-led growth under the Presidential Commission on Policy Planning. On the 5th, the former chairman of the Policy Planning Committee, Jeong Hae-gu, who was his superior, became the chairman of the Economic and Humanities Society Research Association. The research group serves to support government-funded research institutes in the field of economics and humanities. Therefore, the board of directors of the Economic and Humanities and Social Research Society is involved in the appointment of the KDI president. As a result, the chairman (Jeong Hae-gu), who worked together with the Policy Planning Committee, selects the affiliated chairman (Jang-pyo Hong).

If former chief Hong is appointed as KDI director through such a process, the controversy over’parachuting personnel’ from the Blue House is expected to intensify.

Among the three offices led by the minister-level chief, the National Security Office has the highest reemployment rate. Eui-yong Eui-yong, the first head of the National Security Office, has been serving as the Minister of Foreign Affairs since the 8th of last month after serving as a Special Assistant to the President’s Foreign Affairs and Security. Former economic adviser Kim Hyeon-cheol is the only one who has never been remediated among the senior level or higher under the policy office. Former Aide Kim said, “People in their 50s and 60s should not go to the mountains to say they have nothing to do in Korea or write harsh comments on social media. They should go to ASEAN and India” and then resigned in January 2019. Now he has returned as a professor at the Graduate School of International Studies at Seoul National University. Although not the first Blue House, former chief executive Yoon Jong-won, who was the second head of the economy, was appointed president of the IBK Industrial Bank in January of last year and drew strong opposition from the union.

The staff under the first secretary’s chief Lim Jong-seok suffered a relatively bad situation. Jeon Byung-hun, a former member of the 3rd line of lawmakers, left the Blue House after being investigated for bribery in November 2017. Cho Kook, former Chief of Justice Min Jeong, was appointed as the Minister of Justice in September 2019, but various suspicions raised during the personnel hearing process led to an investigation by the prosecution, and he resigned after 35 days and returned as a professor at the Graduate School of Law at Seoul National University. On the other hand, Yoon Young-chan, former chief of national communication, entered the National Assembly with a gold badge in Joongwon, Seongnam, Gyeonggi Province. Former head of HR Cho Hyun-ok took office as the German ambassador in November last year and walked a relatively smooth path among the members of the secretary’s office. However, just before the appointment of the ambassador, it became known that it was recently known that it became a third house by purchasing two officetels in Gangnam, Seoul, and controversy.
