Even if it is outside the designated range, the government promotes amendment of the law so that the section where children frequently travel can be designated as protected areas.
The Ministry of Public Administration and Security (Ministry of Public Administration and Security) has implemented the so-called “civil dietary law” enforcement on the 24th, strengthening punishment for traffic accident perpetrators in child protection zones (school zones). Announced the plan.
This year, the government will revise the relevant laws (Road Traffic Act) to strengthen the protection of children’s pedestrians.
It is planned to make it mandatory to temporarily stop vehicles at crosswalks without signals, and to give priority to pedestrians by introducing pedestrian priority roads on roads where sidewalks and roadways are not separated.
In particular, the road traffic law will be revised so that sections where children pass frequently can be designated as protected areas even if they are outside the designated range of children’s protection zones. Currently, designation is possible when the radius is 300m from the main entrance of a school.
In addition, 5529 unmanned traffic enforcement equipment will be installed to expand safety facilities, and signals will be reinforced at 3330 crosswalks without signals. A pilot project will also be promoted to expand the installation of a’yellow carpet’ that allows drivers to easily recognize children in the protected area, and to prepare a successful model for the maintenance of the protected area.
In the second half of the year, the’Child Protection Area Certification System’ will be newly introduced. The purpose is to systematically maintain safety facilities that do not meet the guidelines or are obsolete or neglected through regular evaluation by specialized traffic safety agencies.

In addition, joint inspections with related organizations on children’s school bus operation facilities will be regularly promoted, and old vehicles that have passed 11 years of delivery among children’s school buses will be replaced at an early stage.
Plans for introducing new facilities such as road markings for protected areas, expanding supply of public parking lots, and expanding traffic safety guidance activities for children to and from school will also be reviewed.
According to the Ministry of Public Administration and Security, the number of traffic accidents and deaths in child protection zones decreased by 15.7% and 50% compared to the previous year. The average vehicle travel speed and speeding ratio also decreased by 6.7% and 18.6%, respectively. According to the government’s analysis, there have been significant changes in the number of accidents and improved driving behavior since the implementation of the Civil Diet Act.
Hee-gyeom Kim, head of the Disaster Safety Management Division of the Ministry of Public Administration and Security, said, “We will cooperate with relevant ministries and local governments to promote plans without disruption to ensure that our precious children do not lose their lives or are injured in traffic accidents.”
