[전국]Hit by a ready-mixed concrete car…

[앵커]

Yesterday, an elementary school student who was going to school by bicycle was hit by a ready-mixed concrete vehicle at the entrance of an alley.

As the days rolled out and the school face-to-face classes increased, the number of cyclists increased, so you need to be especially careful on the road.

Let’s connect reporters and listen to detailed stories. Reporter Min-Sung Kim!

First of all, please tell us in detail how the accident happened.

[기자]

Yes, the accident happened at 8:20 yesterday morning.

In Deokjin-gu, Jeonju-si, Jeonbuk, a 5th grade student was hit by a ready-mixed concrete car.

This student was riding a bicycle to school.

Let’s take a look at the situation at the time of the accident captured by the surrounding CCTV.

You will see a student riding a bike through the bike path.

And right next to it, a ready-mixed concrete car is running on the driveway.

After a while, the car and the bicycle met at the end of the alley, causing an accident.

I will listen to the citizens who witnessed the accident.

[목격자 : 큰 차가 한 대 서있고 자전거가 찌그러져서 누워있고…. 등굣길에 사고가 난 거 같아서 안타깝더라고요.]

After being reported, the police and firefighters were dispatched, but the student died at the scene, unfortunately, due to serious injuries to the head.

It looks like a ready-mixed concrete car went into an accident while walking into a narrow alley. Where did you go?

[기자]

Yes, there is a construction site about 100m from the accident site.

Immediately after the accident, the police asked the driver of the ready-mixed concrete car about the situation at the time.

He stated that it was because the garage was high, “I haven’t seen the student.”

The Road Traffic Act stipulates that drivers, such as automobiles, should be cautious of drivers such as bicycles heading in the same direction.

The police accused the driver of mortality under the Traffic Accident Handling Act and failure to comply with the duty of safe driving under the Road Traffic Act.

[앵커]

There are accidents that are highly likely to be punished because they are called ’12 gross negligence accidents’, but is this also the case?

[기자]

This accident occurred on a pedestrian crossing.

Among the 12 gross negligence accidents the anchor mentioned, there is also an item called the violation of the duty of pedestrian protection.

However, current law regulates cyclists by lanes, not pedestrians.

So, if you summarize this accident in one word, it can be said that it is an accident where a car and a car collided on a crosswalk.

When a driver, such as a bicycle, crosses the road at a crosswalk, he or she must get off the bicycle and drag it or walk with it.

[앵커]

If it were a child protection area, the so-called’civil diet law’ would apply, but the accident site was not a child protection area, right?

[기자]

Yes, it is.

There are two types of civil dietary methods.

One is the revision of the Road Traffic Act to make it mandatory to install speed cameras in child protection zones and to install safety facilities such as traffic lights first.

The other refers to the revision of the Specific Crime Weighting Act so that aggravated punishment for perpetrators who incur accidents due to negligence of the duty of safe driving in child protection zones.

The place where the student died is about a kilometer from the student’s school.

Since it was not a child protection area, it is not subject to the Civil Diet Act.

Yesterday in Incheon, there was an accident where an elementary school student was hit by a 25t truck and died.

Since the Incheon accident occurred at a crosswalk in front of an elementary school, the police decided to apply a specific crime weighting law charge to truck drivers.

[앵커]

As the weather got warmer little by little, the number of cyclists increased. There are many things to be aware of for traffic safety, right?

[기자]

Yes, it is. As mentioned earlier, bicycles are’vehicles’ under the current law, just like automobiles and construction machines.

Therefore, cyclists, etc., must travel on a bicycle path where there is a separate bicycle path.

Where there is no bike path, traffic must be attached to the right edge of the road, and no more than two bikes may run side by side unless permitted.

Drinking and riding a bicycle is also drunk driving.

Once again, when using a crosswalk, you have to get off the bike and drag or pick it up.

And, by law, child caregivers must ensure that children wear hard hats when riding bicycles on the road.
