According to the Ministry of Land, Infrastructure and Transport, the official price of apartment houses in Gyeonggi-do in 2021 rose by 23.96%. It is higher than the rate of increase in the official price of common housing in Seoul (19.91%). Considering the fact that it is the result of combining with low-listed houses such as multi-family houses, there were many places where the rate of increase in the listed prices of apartments was in the 40% range.
The increase in the official price of apartments in Gyeonggi-do is due to the fact that new apartments were built in Gyeonggi-do, and loans were banned for houses exceeding 1.5 billion won. Since last year, mid- and low-priced apartments, including Gyeonggi-do apartments, have soared in a format that meets the possible loans of 900 million won and 1.5 billion won. This means that as the market price has risen, the published price has to rise as well.
Although it is said that the listed price has increased due to the increase in the house price, there is a growing voice that it is necessary to file an objection to the published price immediately. Some say that the apartment tenants’ council and women’s association should encourage objections to show a collective movement.
At the Women’s Association of A Apartment in Siheung-si, Gyeonggi-do, “The monthly income does not increase as the house price rises. What if I raise the ownership tax like this?” Came out.
In the B apartment owner community in Gwacheon, Gyeonggi-do, “The public price has risen 150 million won in a year, but I don’t understand that they are easygoing. You have to file an objection. It’s easy and simple.” come.
In the open chat room where the owners of C apartments in Suwon, Gyeonggi-do gathered, they said, “You have to compare the listed prices with nearby apartments to see if there is anything unreasonable.”
Any objection to the published price can be submitted online by April 5, or sent to City/Gun/Gu offices, or to the Korea Real Estate Agency by mail or fax. The Ministry of Land, Infrastructure, and Transport prepares a final draft of the published price in consideration of this. It is scheduled to be announced on the 29th of next month after deliberation by the Price Disclosure Committee.
However, there have been few cases in which an objection to the public price has been accepted. According to the Ministry of Land, Infrastructure and Transport, 3,7410 objections were filed last year, but only 890 (2.4%) of them received their opinion.
Experts said that the public price objection should be viewed as a passive tax resistance movement. KB Kookmin Bank Chief Real Estate Expert Park Won-gap said, “I understand that we are taking the direction toward strengthening the holding tax, but if we raise the publicly priced rapidly, we end up with a sudden increase in taxation.” “It’s time to think about it.”
There are voices in the politics that it is necessary to come up with an alternative for the failure to adjust the speed as the public price is realized.
Rep. Yoon Hee-suk said on Facebook, “Even if the price of the house you live increases, you have to pay the tax as income, so unless your income increases quickly, you should adjust the speed when reflecting the rise in asset prices in taxes to mitigate the impact. “Last year’s economic growth rate was negative 1%. It means that national income has declined on average, but the number of apartment houses with an official price of more than 600 million won increased 63% in one year. “I should have adjusted the realization rate, but rather, I raised it more,” he pointed out.
