The National Human Rights Commission held a plenary meeting yesterday (15th) afternoon and determined that the mayor of Seong-gu violated the provisions of Article 5 of the’Code of Conduct for Public Officials in Yongsan-gu, Seoul’.
Mayor Seong-gu approved the establishment of the Hannam New Town District 4 redevelopment association in January 2015, and in July of the same year, he and his two sons purchased a multi-family house building in the area with about 2 billion won.
A nearby real estate agent said the current market price of the building is about 3 billion won.
After receiving a report in November of last year and examining job relevance and personal interests, it is known that it was determined that it was a violation of the Code of Conduct for Public Officials.
According to the Code of Conduct for Public Officials in Yongsan-gu, revised in June 2018, mayor Sung-gu must have a form to report personal interests and judge whether or not to avoid job duties, but he did not do so.
The KFTC decided that there was no such clause at the time of purchase, but even after the new provision was established, the mayor of the provincial district still owns the building, and he is also in the work of the mayor of the district, so it should be reported.
Usually, the subject of notification is the head of the institution, but if the head of the institution is an interested party, you can consult with the audit officer within the institution.
The National Human Rights Commission confirmed the results of the investigation into the mayor of Seong-gu and notified the supervisory authority, the Seoul Metropolitan Government, today.
In the case of general public officials, if they are notified by the agency for violating the code of conduct, they may be dismissed or dismissed depending on the severity of the case.
However, elected officials, such as mayor of Seong-gu, have no grounds and cannot be disciplined or punished.
In order to prevent such’judicial blind spots’, it is necessary to enact the Conflict of Interest Prevention Act, which has been pending in the National Assembly for several years.
