New technologies can be demonstrated freely in special R&D zones.
The Ministry of Science, Technology and Information (Minister Choi Ki-young) announced that the revised bill of the Enforcement Decree of the Special Act on the Promotion of Special R&D Zones (hereinafter referred to as the Special R&D Zone Act) was resolved at the State Council on the 9th. When the revised bill is promulgated, the new technology demonstration special system will be implemented immediately.
The special case for new technology demonstration in special R&D zones is a special regulatory system that does not apply all or part of the regulations within the special R&D zone when it is difficult to demonstrate new technology due to existing laws and regulations. The intention is to prevent the actual technology developed due to regulations such as when there are no standards, standards, requirements, etc. in the laws on which the basis of the permit, etc., or when a permit cannot be applied under other laws and regulations, etc.
With the revision of the enforcement ordinance, all public research institutes (universities, donation institutes) in the special R&D zone, small and medium-sized enterprises (SMEs) and public research institutes that intend to transfer and demonstrate public technology can apply for a special case for demonstration jointly. The validity period of the demonstration special case was extended from the previous two years, allowing for an additional two years. Detailed regulations such as administrative procedures and documents related to application, designation, correction order, cancellation, etc. necessary for the operation of the empirical special case system have been prepared. It has also prepared grounds for administrative and financial support, such as budget support and intellectual property protection.
The Ministry of Science and Technology also stipulated the management and supervisory duties of the relevant ministries for the implementation and plan of the empirical special case system. Liability insurance subscription was mandated, and insurance amount standards were specified so that damages could be compensated. The government plans to intensively support regulatory special cases for the demonstration of new technologies in all fields by linking with existing special zone promotion policies, such as industry-academia-research networks in special R&D zones, special zone promotion projects (141.9 billion won), and special zone funds (180 billion won).
Minister Ki-young Choi said, “The new introduction of the new technology demonstration special system in the R&D zone is meaningful as a cornerstone for the R&D zone to become the cradle of new technology creation.” I will do my best to operate the system to prevent this from happening,” he said.
Meanwhile, from 2:30 pm on that day, a meeting was held in the conference room on the 2nd floor of the R&D Special Zone Promotion Foundation under the presidency of 1st Vice Minister Jeong Byeong-seon to collect opinions on special cases of new technology demonstration in the R&D zone.
