The police are confirming the facts when a petition is filed stating that there was a list of preferential sales of influential people such as the politicians and the prosecution in relation to L City, a high-rise apartment in Haeundae, Busan.

On the 8th, Yonhap News TV released a single article titled “The substance of L-City’s’preferential sales list’.” It is reported that there is a list of preferential pre-sale including more than 100 influential persons including representatives of the prosecutors, courts, corporations, and local media, as well as members of the National Assembly and former ministers, and that a petition requesting punishment has been filed with the police.

Yonhap News TV quoted the remarks of former L City business officials, saying, “The preferential sale took place the day before the third-ranked L City winner was selected in October 2015, and this was a subtraction of the quantity prior to the normal sale process.”

The police also admitted to the truth. When the report went out, the Busan Police Agency announced on the 9th that “we are receiving a complaint about this information and confirming the facts.” However, the police explained that “it is still in the early stages of verification, so there is no progress.”

The L-City implementation company explained, “There is a list of customers from all walks of life who wished for pre-sale as a countermeasure for the unsold situation, but there were no facts that provided benefits such as preferential pre-sale.” The developer said, “The list reported in the press is estimated to be a list of customers prepared for the sale of the remaining households at the time. It is only a list for sales.”

However, civic groups that have criticized the corruption of L-City have questioned the prosecution’s investigation. Yang Mi-sook, Secretary General of the Busan Participation Solidarity, said, “The presence of such a list of influential persons in the petition related to the preferential sale means that the prosecution did not properly investigate or conducted an investigation.” “He said.

Earlier, the prosecution indicted two of the enforcement agencies for violating the housing law in response to the Busan Participation Solidarity’s accusation of illegal sale in 2017. However, of the 43 people who were accused, the remaining 41 were disposed of’no charges’ due to lack of evidence. During the prosecution’s investigation, all 43 generations of pre-sellers were known to have been specified, but all were recorded as’declared Buddha image’ in the final decision.

The L City case, which took place during the Park Geun-hye administration, was controversial over the pre-sale of preferential treatment and illegal corruption during the approval process. In a 2017 prosecution investigation, it was revealed that Lee Young-bok, the actual owner of the enforcement agency, was lobbying for political relations extensively. Afterwards, including Lee, Hyun Ki-hwan, former Cheong Wa Dae politician, and Bae Deok-kwang, former Liberal Korean Party lawmaker, wore shrouds in a row.

The controversy over the list of preferential sales in L City is also related to the possibility that Mr. Lee used the sales rights as a tool in the lobbying process against several influential people.
