On the night of the announcement of the new draft distance, a crowd gathered near Hongdae, Seoul, ignoring the quarantine rules.
Wearing a mask on the chin was the norm, and when it was noticed that people enjoy drinking, smoking, and even food on the street, the police began to disband, but it was not enough.

About 10 o’clock last night, crowds gathered in the streets near Hongdae, Seoul,
Dozens of people come together to chat with their chin masks on.
[홍대 부근을 지나던 시민 : 마스크를 쓰지 않고 담배를 피운다든가, 전자담배 같은 걸 많이 피우고 있고, 음식물을 들고 많이 돌아다니더라고요. 맥주나 캔을 들고 돌아다니면서 계속 소리를 지르면서 부둥켜 안는 모습들이….]
The same is true of the situation in the back alleys of Hongdae around 11 pm.
When the crowds gathered so that the patrol car couldn’t pass, the police tried to disperse, but it wasn’t enough.
Citizens who steadily observe the quarantine regulations and endure pain burst into resentment at this appearance.

This happened the same night when the government announced a draft reorganization of social distancing focused on’sustainable distancing’ based on autonomy and responsibility.
The reorganization plan subdivided the standard from 3 to 9 people in stages, instead of “prohibiting more than 5 people” for the number of private gatherings that were applied collectively across the country.
As a new standard, there is no limit on the number of private gatherings in Stage 1, and 8 people in Stage 2 and 4 in Stages 3-4 are allowed.
Currently, in the Seoul metropolitan area, the number of people for private meetings is reduced from 5 to 9 as it is in phase 2, and it is interpreted that the limit on business hours will disappear.
As experts have warned of the side effects of the reorganization plan, concerns are being raised that some parts of the society are still worried that an insensitivity to safety will lead to re-proliferation of infection.
