When there is a situation of child abuse at a daycare center, it becomes easier for guardians to check the original closed-circuit video.
The Ministry of Health and Welfare announced on the 2nd that it will push forward with the Personal Information Protection Committee to revise related guidelines such as’installation and operation of daycare center image information processing equipment’.
Previously, when a guardian requested to view the original video, disputes have arisen, such as allowing only mosaic-processed videos at daycare centers due to concerns about invasion of personal information and privacy. In some cases, the cost of mosaic treatment has been passed on to their guardians. In some cases, it was difficult to confirm the facts due to excessive mosaic processing.
Accordingly, the Ministry of Health and Welfare and the Personal Information Commission decided to clarify the requirements and procedures for the disclosure of the original CCTV video, and standards for personal life protection through the revision of the guide.
Also, starting on the 3rd, a consultation phone dedicated to the daycare center CCTV will be opened, and two counseling personnel will be assigned. Minister of Welfare Kwon Deok-cheol said, “Recently, disputes related to CCTV video viewing are not incomplete, but are caused by arbitrary interpretation of related laws and regulations by some daycare centers.” We will minimize related disputes over the phone,” he said.
Recently, a public and public daycare center nursery teacher in Incheon abused a student, including a child with a disability, was caught by CCTV, causing a social shock. Six childcare teachers who were accused of habitual abuse were sent to the prosecution.
