The government is actively working on introducing a clean hydrogen certification system, preparing liquefied hydrogen safety standards, introducing a mandatory hydrogen power generation system (HPS), and supporting the development of hydrogen turbine and hydrogen reduction steel technology. In addition, regional-specific hydrogen ecosystems such as by-product hydrogen production in Incheon, green hydrogen production in Jeonbuk, hydrogen mobility in Ulsan, hydrogen fuel cells in Gyeongbuk, and liquefied hydrogen in Gangwon will be promoted. In addition, it will significantly expand hydrogen charging stations in the metropolitan area, promote the construction of a hydrogen experience museum in Seoul, and support 8244 billion won, a 40% increase from the previous year, due to hydrogen economy budgets such as hydrogen cars, production bases, and fuel cells this year.
The government held the 3rd Hydrogen Economy Committee at SK Incheon Petrochemical on the 2nd, presided over by Prime Minister Jeong Sye-gyun (chairman), and included these contents ▲Private Hydrogen Economy Investment Plan and Government Support Plan ▲ 2021 Hydrogen Economy Agency Business Plan ▲ Agendas such as the construction plan of the Seoul Hydrogen Experience Museum were confirmed.
The Hydrogen Economy Committee, chaired by the Prime Minister, is the Korea Hydrogen Economy Control Tower composed of eight ministers of related ministries and the best private experts in each field, including industry, academia, and civic groups. With the implementation of the’Hydrogen Act’ in earnest, it was officially launched as a government-wide public-private joint council that oversees major policies to become a leading hydrogen economy (First Mover).
According to the hydrogen economy private investment plan and government support plan, five groups, including SK, Hyundai Motors, POSCO, Hanwha, and Hyosung, as well as small and medium-sized companies, will reach 43 trillion in all areas of hydrogen economy, including hydrogen production, distribution, storage, and utilization by 2030. It is planning to promote an investment of 400 billion won, and the government is also planning to actively support private investment so that it can be promoted without a hitch.
Regarding hydrogen production, private companies plan to develop large-scale green hydrogen production technology by investing intensively in the clean hydrogen (green hydrogen + blue hydrogen) field, and build large-scale green hydrogen production bases at home and abroad.
The government supports the introduction of a clean hydrogen certification system, R&D and demonstration of green hydrogen of various sizes and methods, and preemptively establishes a clean hydrogen introduction infrastructure to support the early commercialization of clean hydrogen.
With regard to hydrogen storage and distribution, private companies have decided to focus on investment to build large-scale liquid hydrogen plants and expand the supply of liquid hydrogen charging stations.
The government plans to establish safety regulations related to liquefied hydrogen within this year, and plans to establish a system to collectively support the entire liquefied hydrogen value chain in accordance with the timing of large-scale by-product hydrogen shipments, centered on the Ministry of Industry.
In addition, in order to reduce greenhouse gases and supply cheap hydrogen by converting by-product hydrogen, which has been used as fuel in industrial processes, to transportation, it was decided to consider ways to grant incentives such as carbon credits.
Regarding the use of hydrogen, private companies have decided to commercialize various hydrogen mobility, such as buses, forklifts, and ships, in addition to hydrogen cars, and expand the supply of fuel cells using clean hydrogen.
To support this, the government decided to quickly legislate the mandatory hydrogen power generation system, introduce subsidies tailored to the time of mobility launch, expand public procurement, and secure hydrogen bus conversion technology.
Regarding hydrogen infrastructure, the government decided to support the formation of the’Korean version of the Hydrogen Council’, which will comprehensively promote regulations and institutional improvements to stimulate private investment in the hydrogen economy, research technology demand, and discover cooperative projects.
The’Korean version of the Hydrogen Council’ set a benchmark for the’Hydrogen Council’, a global corporate gathering led by the hydrogen economy. Currently, a total of 109 companies, including BP and Air Product, are participating in the Hydrogen Council, and two companies including Hyundai Motor Company and Gas Corporation are participating in Korea.
In addition, a hydrogen innovation desk was installed at the hydrogen industry promotion agency (Hydrogen Convergence Alliance) to closely support the entire process of hydrogen economy investment. It was decided to build an industrial ecosystem.
Large-scale investments in hydrogen economy by private companies and preemptive support from the government have contributed to securing’hydrogen supply’ technologies such as green hydrogen production, beyond the field of’hydrogen utilization’ that currently possesses the world’s best competitiveness. It is expected to be a stepping stone for balanced development and preoccupying the global hydrogen economy market.
Regarding the business plan of the agency in charge of hydrogen economy in 2021, the three agencies in charge of hydrogen economy, designated by the 1st Hydrogen Economy Committee in July last year, started their business in earnest this year and transformed into a hydrogen economy. We plan to make active efforts to accelerate the process.
Organizations in charge of hydrogen economy include (Promotion) Hydrogen Convergence Alliance Promotion Team (Director: Jaedo Moon), (Distribution) Korea Gas Corporation (Chairman: Heebong Chae) (Safety) Korea Gas Safety Corporation (Chairman: Haejong Lim).
According to this, the Hydrogen Convergence Alliance Promotion Team supports technology transfer, product certification, prototype production, and market development to foster’hydrogen specialized companies’, and to quickly support hydrogen specialized companies’ field difficulties and technology development. It also plans to run’visit consulting’.
In addition, it plans to build a hydrogen industry statistical system to raise the public’s interest, and actively promote public sensational programs such as the hydrogen olympiad and quiz contest to form a social consensus on the hydrogen economy.
The Korea Gas Corporation plans to induce hydrogen price reduction through joint purchase of hydrogen and improve the operating conditions of the charging station by purchasing a hydrogen tube trailer and leasing it to a charging station at a low price.
In addition, for the convenience of hydrogen car users, a system for providing real-time hydrogen charging station operation information (waiting time, operation status, etc.) is planned to be launched from the second half of this year.
In preparation for the implementation of the’Hydrogen Act’ in the field of hydrogen safety (February February), Korea Gas Safety Corporation plans to prepare detailed safety standards for hydrogen products, and to prepare liquefied hydrogen safety standards as soon as possible in line with the supply of liquefied hydrogen production and charging stations.
In addition, the policy is to create a safe environment in which the public can use the charging station without worry by reinforcing safety management such as the introduction of a precision safety diagnosis system for hydrogen charging stations and the establishment of a real-time safety monitoring system.
Regarding the construction plan of the Seoul Hydrogen Experience Museum, Seoul is planning to promote the construction of the Hydrogen Experience Museum in the vicinity of the Sangam Hydrogen Charging Station in Mapo-gu to promote and educate the eco-friendliness and safety of hydrogen.
The Hydrogen Car Experience Museum improves people’s understanding of hydrogen by exhibiting hydrogen products, experiencing new hydrogen technologies using virtual and augmented reality, and education related to hydrogen, while establishing a cooperation system with the Office of Education, companies, and organizations. It plans to provide various hydrogen experience programs in connection with hydrogen-related facilities such as hydrogen charging stations and fuel cell power plants.
The government also announced that it will accelerate the transition to a hydrogen economy by supporting a budget of 8244 billion won, a 40% increase from last year, for △hydrogen mobility, △hydrogen production and distribution infrastructure, △core technology development, and △hydrogen pilot city. Accordingly, this year’s budget increased by 44% to 36.5 billion won in purchase of hydrogen cars and buses, increased by 122% to 66.5 billion won in hydrogen production base construction, 81.6 billion won in development of core technology for hydrogen and fuel cells, and 151% in green hydrogen technology development. An increase of 10 billion won is supported.
In addition, it seeks ways to build a self-sustaining hydrogen ecosystem with the region, such as applying for a preliminary feasibility study to create specialized hydrogen industry integrated complexes for each field such as bio-green hydrogen, mobility, and fuel cells in regions such as Incheon, Saemangeum, and Ulsan. The government also plans to increase the number of hydrogen charging stations (currently 73 units) to more than 180 units by the end of the year to accelerate the diffusion of the hydrogen economy, and expand the number of charging stations (currently 17 units) to more than 50 units in the metropolitan area, which is particularly inconvenient for the public. to be.

At the committee on that day, Prime Minister Chung said, “Our country is “the world’s No. 1 hydrogen car sales for two years in a row last year, 11,000 units of domestic hydrogen car supply (cumulative), and the world’s No. 1 supply of fuel cells for power generation. In addition, Prime Minister Jung said, “The reason that companies representing the Korean economy in various fields such as energy, steel, chemicals, and automobiles prepared 43 trillion won worth of hydrogen economy investment plans by 2030 is that hydrogen, which has stayed in the laboratory, is the mainstream of the market economy. “It will be an inflection point for the hydrogen economy,” he praised and said, “The government also established a collective support system that encompasses the entire production, transportation, and utilization of liquefied hydrogen in order to supply cheap hydrogen, which is the basis of the hydrogen economy, and establishes safety standards for liquefied hydrogen. “I will make an effort to implement improvement as soon as possible so that the private investment plan can be realized.”

Meanwhile, in connection with the committee on that day, Prime Minister Chung attended the’Incheon Hydrogen Industry Base Construction MOU Signing Ceremony’ and visited SK’s planned liquefied hydrogen plant sites and petrochemical plants.
Incheon Metropolitan City-Incheon Metropolitan City Seo-gu Office-SKE&S-Hyundai Motors signed a’Incheon Hydrogen Industry Base Construction MOU’ to actively cooperate so that Incheon can be reborn as a bio-by-product hydrogen production cluster in the future. It is planning to supply safe and inexpensive hydrogen to 200,000 hydrogen cars in metropolitan areas such as Seoul and Incheon from 2023 by promoting the establishment of liquefied hydrogen production and shipping facilities capable of producing 10,000 tons of hydrogen.
