The government announced on the 2nd that the goal of the Moon Jae-in government’s 100 governmental tasks, the plan to improve women’s representation in the public sector (2018-2022), was achieved in all 12 fields for two consecutive years in 2019 and 2020. The plan was created in November 2017 to ensure gender-balanced participation in the sphere of public decision-making. Minister of Gender Equality and Family Chung Young-ae said in a briefing on the day, “Improving female representation is a very important factor in realizing the value of equality. Over the past three years, cooperation between ministries has resulted in tangible results expanding from the center to the provinces. I will do my best to spread it to the private sector.” Minister Jung said, “Entering high-ranking women in the public sector will face difficulties unless it is systematically managed. When I was a balanced personnel secretary at the Blue House in the early 2000s (about the recruitment of female talent), I heard the story of’a problem that will naturally be solved over time since the number of female public servants is increasing’. Gender balanced personnel in the public sector can only be achieved if there is an active and intentional policy.”

According to the Ministry of Leisure’s announcement, at the end of last year, for the first time, at least one out of five government officials at the central and local governments were counted as women. 22.8% of the government officials at the level 4 or higher of the central government department are women, and 20.8% of the government officials at the level 5 or higher of the local government are women. It increased from 17.5% and 15.6% in 2018, respectively. The number of high-ranking public officials who are heads of government departments also rose from 6.7% in 2018 to 8.5% in 2020, and the proportion of women in local public enterprise managers also rose from 6.9% in 2018 to 10.6% in 2020. In addition, the proportion of women among professors at national universities last year was 18.1%, and the proportion of women among elementary, middle and high school principals and vice principals was 44.5%, a slight increase compared to 2018. The ratio of female military officers (7.5%) and general police (13.4%) also increased slightly compared to two years ago. On the other hand, at the briefing that day, although the government achieved its target, it was pointed out that the glass ceiling remains at 8.5%, with the ratio of high-ranking officials, which is the most important factor in decision making in the public sector. In response, Minister Chung said, “In the case of high-ranking public officials, the goal that the ministry can achieve is set by comprehensively considering how many female talent pools are in the candidates for promotion, the retirement prospects of current employees, and the prospects for promotion requirements. Even if the current ratio is low, we are working hard by presenting realistic targets that can be achieved by the government departments.” In addition, it was pointed out that the proportion of women among professors at National University is 18.1%, which is still at a low level compared to the active academic advancement of female talent. Minister Chung added, “For national university teachers, the Ministry of Education is taking active measures, such as recommending first charge to departments with a low female ratio, or giving additional points to applicants for minority genders if the specific gender ratio is more than 75%.” On this day, the Ministry of Gender Equality and Family looked back on the achievements that had been carried out over the past three years from 2018 in 12 public sector sectors, and established an implementation plan this year and reported it to the State Council. The 12 public sector sectors are high-ranking public officials (bureau chief level), central government officials with level 4 or higher, local public officials with level 5 or higher, local public enterprise managers, national university professors, principals and vice principals, military executives, general police and administrative positions, maritime police, and government committee There are 536 places. It is planned to adjust and increase the final goal of 2022 for the sectors that were achieved ahead of the 2021 goal. The Ministry of Personnel Innovation operates the’Appointment Status Management Team for High-ranking Female Public Officials’ to check the appointment plans for each department and manage the achievements of women’s appointments for major positions. For the past three years, the government has been working with public corporations and quasi-governmental organizations to “prohibit gender equality for executive appointments” (July 2019), “Plan to promote balanced personnel from the government” (September 2019), and “Prohibit gender discrimination when hiring national and local government officials. Institutionalization’ (January 2020) was introduced to increase the representation of women in the public sector. There have been policy interventions to balance the gender balance of university professors, such as the establishment of a regulation in January 2020 that prevents the number of specific genders from exceeding three-quarters among teachers in national and public universities. In January 2018, soldiers established the same provisions for male and female positions, and in January 2020, the basic plan for the gender equality policy for national defense (2020-2022) was established, laying the groundwork for female soldiers to advance into the leadership positions. The police introduced the target system for female managerial positions in 2019, and reinforced the system, such as promoting the unified selection of men and women when selecting candidates for new students and executives in the police department in 2020. On the other hand, the Ministry of Gender Equality and Family recommended to 536 government committees affiliated with each government department, etc., to increase the participation rate after deliberation when a specific gender is less than 40% of the commissioned members. The Ministry of Leisure and Affairs said it made recommendations to 102 committees, including 98 committees with a low female participation rate and 4 committees with a low male participation rate.
