Isolation and accidents followed in various roads in Gangwon-do, hit by a’snow bomb’ of more than 70 cm on the last day of the holiday. Although heavy snow was forecast, the worst situation occurred as vehicles without wintering gear were crowded on the highway all at once. Without the struggle between the Road Corporation and the military authorities, it would have been a dizzying thing that about 700 vehicles were tied up overnight.
According to Gangwon-do and road authorities, traffic on the Donghae Expressway, where about 700 vehicles were virtually isolated, normalized around 2 am on the 2nd.
In particular, between Nohak 1 school and Nohak 2 school in the direction of Samcheok on the Donghae Expressway (2 km), about 700 vehicles were stuck for about 8 hours from 4:40 pm the previous day. The worst congestion on the Seoul Yangyang Expressway continued for over 5 hours. Drivers had to fall in the cold and hunger. Some vehicles ran out of fuel and received emergency assistance from the Road Corporation.
The cause of this incident is that a lot of snow fell in a short time, and vehicles heading home after the outing were crowded at once. In addition, cars that could not be equipped with wintering gear caused large and small traffic accidents, and then tangled up, so that the vehicle could not come or go. The snow removal vehicles and equipment used for snow removal on the highway were also tied up in the isolated cars, leaving about 1,000 people in isolation.
The Road Corporation, the military authorities, and Gangwon-do have put in 955 snow removal equipment to fight against the snow. About 200 soldiers, including the 8th Army, 23rd Division, and 102nd Armored Brigade, were also put into the heavy snow scene. The authorities carried out a quantity construction that puts 955 units of equipment, 1,096 people, and 4,170 tons of snow removal materials for snow removal. Yangyang-gun provided goods such as bread, milk, bottled water, and blankets to the Korea Expressway Corporation.
Mr. Kim (51) said, “I arrived over 8 hours from Sokcho to Chuncheon in just 2 hours,” and “I can’t understand what I thought of going out on the road without wintering in the heavy snow forecast.” Even in the online space, criticism is pouring out on cars that do not have winter gear.
As the snow removal work progresses, highways are continuing to normalize, but control of five mountain roads in the province, such as Hangyeryeong and Misiryeong, continues.
The Gangwon-do Fire Department reported 79 traffic accidents two days from the 1st, and transported 66 injured to the hospital. It received 30 reports of quarantine in a vehicle due to heavy snow and rescued 45 people. Access to 41 trails, including 21 trails of Taebaeksan Mountain and 20 trails of Seoraksan Mountain, is also under control.
The Meteorological Administration predicts that up to 10 cm of snow will accumulate in the Yeongdong region of Gangwon-do. The Meteorological Administration said, “This snow is wet with a lot of moisture, so even after the snow stops, pay attention to the management of the barn, house, and mountain parks.”

On the 1st, when heavy snow falls and traffic congestion is occurring throughout Gangwon-do, cars are lined up in the direction of Geundeok of Nohak 1 Bridge on the Donghae Expressway as viewed from a CCTV (closed circuit television). Highway CCTV capture
