The authorities did not start snow removal until the situation got worse, and even mobilized soldiers to clear the snow.

On holiday nights, which would normally have been empty, the highway turned into a parking lot.
Cars are stuck in heavy snow.
[고속도로 차량 이용객 : 동해(고속도로) 타라고 해서 탔는데 그럼 제설을 해놔야 할 거 아니에요. 제설 (작업이) 하나도 안됐죠.]
The road was barely made by digging snow between the cars with a shovel, but the car couldn’t go forward with its own power, and only spins a flat wheel.
The road construction side also guided cars going on the highway to the direction to the national road,
“(Where should I go faster?) It is faster to go to Nene Bukyangyang (Nadeulmok).”
Contrary to the road construction guide, the endless congestion continued even at the entrance to the national road.
The government raised the level of emergency response to cope with heavy snowfall in Buryaburya, raising the level of response.
In the Gangwon area alone, more than a thousand people and close to a thousand vehicles were mobilized.
However, it was not enough to remove all the snow that had already accumulated tens of centimeters.
The cars that were buried in the snow and whine alone are barely moving forward.
Even the soldiers who enjoyed a break in the unit on the day of the March 1st holiday were put in a blitz to clear the snow.
On the last day of the holiday, citizens who stayed up the night while using the highway had a nightmare.
