Inter-Korean relations are at a standstill, but initiatives to expand inter-Korean exchanges, including health cooperation, are steadily coming out.

It is said that there is a need to prepare in advance for when the conditions are ready, but some point out that North Korea is not interested in it, but it is only drawing a rosy prospect.

With the Corona 19 epidemic around the world, the government has been expecting quarantine and health cooperation as a breakthrough in inter-Korean relations.

In addition to providing quarantine supplies, there has also been a plan to create an inter-Korean life health complex that includes joint medical treatment and new drug development as well as joint vaccine research by South and North Korean medical staff.

The problem is reality.

The biggest stumbling block is, of course, sanctions against North Korea.

Humanitarian aid, which is subject to sanctions exemption, is very urgent food and disaster recovery aid, and further aid is more likely to violate the sanctions.

Another problem is that there is no response from North Korea.

North Korea, which has closed its borders after Corona 19, has not responded to any proposals for humanitarian assistance from international organizations such as the World Food Organization.

In particular, regarding the humanitarian cooperation that we have proposed, Chairman Kim Jong-un dismissed that it was not the essence.

Also, as North Korea is wary of promoting humanitarian aid as a political achievement, some analyzes say that it is more effective to go through private organizations or international organizations than through the government directly.
