Ahead of the April by-election, this special law initiated by the Democratic Party lawmakers in November last year was passed at the National Assembly plenary session just 40 days before the election. Although the bill was passed, government ministries expressed their intention to carefully review or oppose the law on the grounds of possible violations and wasted budget until the special law was passed.

The Ministry of Strategy and Finance expressed concern about exempting the preliminary feasibility study, which is essential when promoting large-scale national projects. The Ministry of Land, Transport and Maritime Affairs expressed concerns about safety such as submarine subsidence, as well as questioning whether it would be right to build an airport on the island by cutting mountains and filling the sea.

Environmental issues have also been raised due to the construction of an airport that damages the first-class marine ecosystem. However, it was pointed out that the ruling and opposition parties, ahead of the Busan mayor’s by-election in April, closed their eyes to this objection and pushed them with a squeeze.

In an opposition debate on the day, Justice Party lawmaker Sang-jeong Shim said, “The Gaduk New Airport project is not a boat going to a mountain, but a mountain going to the sea.” .
