The National Assembly held a plenary session on the 26th to deal with the Gadeok Island New Airport Special Act, the special law related to the investigation of the Jeju 4 and 3 incidents, the restoration of the victims’ honor, and the bill to increase the tax credit ratio for’good landlords’.
However, on the 25th, the law to cancel a doctor’s license (amendment to the medical law) that was not handled by the National Assembly Legislative Judicial Committee will be dealt with at the general meeting of the judiciary committee on the morning of that day. If the medical law exceeds the threshold of the judiciary committee, it is expected to rise to the plenary agenda in the afternoon.
The Gadeokdo New Airport Special Act, which has emerged as the biggest pending issue of the 4·7 Busan mayoral by-election, contains the details of creating a new airport in Gadeokdo, Gangseo-gu, Busan, exempting the preliminary feasibility study, and simplifying the preliminary feasibility study.
On the 19th, the ruling and opposition parties held a meeting of the Ministry of Land, Infrastructure and Transport and decided on a special law, but a report containing concerns about the safety and economic feasibility of Gadeok New Airport and the provision of exemption from preliminary laws by the Ministry of Land, Infrastructure and Transport was released belatedly. President Moon Jae-in visited the projected site on Gadeok Island the day before to check the progress of the construction of the new airport and gave support to the ruling party. As a result, the opposition party strongly opposes, saying that it is’election intervention’, which has spread to political conflict ahead of the election.
The amendment to the medical law contains the details of revoking the license if a medical practitioner is sentenced to imprisonment or higher for all crimes in violation of the existing medical law.
Under the current law, a doctor’s license can be revoked only when a doctor violates medical related laws, such as writing a false medical certificate or lending a doctor’s license. In addition, the medical license will not be deprived even if a sentence of more than a confinement is confirmed in violation of other laws.
On the contrary, the amendment to the medical law stipulates that doctors who are sentenced to imprisonment or higher and whose execution period has ended must revoke their license for five years. However, an exception was made in case of death due to work negligence.
In response, the Korean Medical Association predicted collective action such as a general strike, saying, “If the amendment to the medical law is passed, the cooperation system related to the treatment of novel coronavirus infection (Corona 19) and vaccination will all collapse.”
