ABC incidental countermeasures should lead to changes in support policy for newspaper industry

Chairman Oh Jung-hoon of the National Media Workers’ Union said in a greeting at the’ABC Association’s Suspicion of Incidental Manipulation’ held at the Seoul Press Center on the afternoon of the 25th, “Securing clear principles and transparency in the standards for enforcement of government advertisements and supporting the newspaper industry in line with public opinion and regional diversity standards I have to change it.” Kim Seo-joong, executive representative of the Citizens’ Association for Democratic Press, said, “Social discussions are needed to comprehensively consider the policy of providing fair support for newspapers that function as the media necessary for democracy.”

Chairman Oh said on the day, “Now, the media union has no disagreement with the positions of the Ministry of Culture, Sports and Tourism and the National Assembly, which expressed their will to realize the paid copies of newspapers and to transparently prepare the standard for setting up the advertising unit price for newspapers and support for newspaper postage. “I think that if there was a manipulation and uncovered, we should be able to improve the system and dismantle the ABC as well as judicial punishment.”

Chairman Oh said, “However, raising the issue of manipulation leads to the improvement of the newspaper society as a whole and the revision of the special law for the revision of local newspapers, so that the way of supporting the newspaper industry needs to be changed.” “Advanced countries have already provided a lot of support for the development of the newspaper industry, and It is not limited to the number of paid copies. All developed countries are aligning the standard of policies to support the newspaper industry to the diversity of public opinion and regional diversity. Even media companies with a small number of copies are eligible for support.”

New improvement measures must be prepared to secure clearer principles and transparency in the government advertisement execution standards. “Solving the structural problems prevalent in the newspaper industry, and expanding transparent support for the newspaper industry in need is the premise or goal of solving two problems. “In fact, it is a long-standing fact that the number of copies of newspapers issuance and the number of oil prices are uncertain, and this is the result and cause of unfair behavior in the newspaper market.” “This incident is an obstruction and fraud against the Korea Press Foundation, which supports newspapers. It can be an act.”

CEO Kim said, “The Citizens’ Association of Democratic Media has already demanded that the ABC Association be fundamentally reformed in 2008 due to the suspicion of manipulating oil prices, or to find alternatives such as establishing a separate, reliable auxiliary construction agency. “This situation was prepared for this situation when the argument was dismissed and the government decided to execute an advertisement based on the ABC results under the Lee Myung-bak administration.”

CEO Kim said, “I hope that it will not be limited to solving the ABC problem, but will be a new starting point for efforts to resolve the injustice in the newspaper market. Furthermore, there is a need for a comprehensive social discussion that considers policies to support the newspaper fairly.”

As a result of a field survey by the Ministry of Culture, Sports and Tourism, which is investigating allegations of incidental manipulation of the ABC Association, the average sincerity rate of 9 sample stations of the Chosun Ilbo was 49.8%. The Dong-A Ilbo (2 sample stations) accounted for 40.2%, and the Hankyoreh (3 sample stations) 40.2%.

According to the Korea Press Promotion Foundation’s advertising unit price data released in 2020, central sites with more than 600,000 paid copies are classified as group A, and those with less than 200,000-more than 50,000 copies are classified as group B. There is a high possibility that it will not belong to group A.
